PELAKSANAAN PROYEK OPERASI NASIONAL AGRARIA (PRONA) DI DESA TINGGARJAYA KECAMATAN JATILAWANG KABUPATEN BANYUMAS TAHUN 2016

Abstract

Land is the source of life for the living creature of man, plants, and animals. According to the 1945 Constitution in Article 33 paragraph 3 gives the foundation that the earth and water and the natural wealth contained therein controlled by the State and used as much as possible for the welfare of the people. In order to realize social justice for all people of Indonesia and as much as possible prosperity of the people, the Government regulates the structure of control, ownership, use, and utilization of land through National Agrarian Reform or Agrarian Reform (Agrarian Reform). The purpose of writing this Final Project is to know how the procedure implementation of the National Agrarian Operations Project (PRONA), what terms and obligations course that must be met by the subject or participant of the Prona activity, how the stages and implementation of Prona activities in Banyumas Regency 2016, any problems and constraints arising from Prona activities and how the settlement process. Based on Physical Realization Data of Land Sector of PRONA Activities in Office Land of Banyumas Regency In 2016, there are 3000 parcels of land completed, and especially for the case study area of ​​Desa / Kelurahan Tinggarjaya Jatilawang sub-district has 750 parcels of land. In practice there are several problems and obstacles that arise from Prona activities, both from the community and officers of the Land Office of Banyumas Regency, among others, the level of public awareness still low, lots of land not yet fitted with markers, files Prona requirements are incomplete, the delay in the decline of related SKPA budget of APBD by Local Government and DIPA by Regional Office of BPN Jawa Tengah, lack of measurement facilities and infrastructure, minimum number of measuring officers so that it is not proportional to the number of parcels to be measured. However, these problems can already be resolved and minimized by the Land Office Regency of Banyumas. To increase the level of public awareness of the importance of pensertipikatan Land Rights, it is expected that the Land Office of Banyumas Regency will continue to improve intensive counseling that citizens are more interested in to certify the land, as it is essential to ensure the legal certainty of Rights Top Land.
