Abstract
Procurement is the activity to provide all the needs of goods or services in order to performing the task. This research was conducted in Perusahaan Daerah Air Minum (PDAM) TirtaMoedal Branch Semarang Selatan. The background of this research is the procurement procedure in PDAM TirtaMoedal Branch Semarang Se/atan is not yet effective. There is still a problem that the author found, it is that PDAM TirtaMoedal Branch Semarang Se/atan doesn't have the manual guide of procurement procedure of stationary goods. It caused the procurement procedure in PDAM TirtaMoedal has not been run properly. The author used the descriptive method using qualitative data to know how is the procurement procedure of stationary goods in PDAM TirtaMoedal Branch Semarang Selatan. Interview method is used to collect the data. The result of this research shows that the procurement procedures of stationary goods in PDAM TirtaMoedal is not yet effective because PDAM TirtaMoedal Branch Semarang SeIatan doesn't have the manual guide of procurement procedure of stationary goods. By the absence of manual guide of procurement procedure of stationary goods, PDAM TirtaMoedal could not arrange the needs of goods in details, could not make the proper planning, and that caused the procedures in PDAM TirtaMoedal has not been run sistematically and effectively. Some obstacles found in the procurement procedures such as the request could not be submilled unexpectedly, sometimes the request does not match the order, and the one-month plan does not meet the availability of the goods. The author suggests that PDAM TirtaMoedal should have a manual book or guide as the basis of procurement procedure of stationary goods so that the procurement planning process can be arranged in detail, precise, and systematic.
