PELAKSANAAN PERATURAN DAERAH KABUPATEN KEBUMEN NOMOR 12 TAHUN 2011 TENTANG IZIN USAHA PERIKANAN

Abstract

Number of fishery business actor in Kebumen District has not had a fishery business permit to make the necessary action conducted by the Department of Fisheries and marine Kebumen District. This study aims to determine the licensing procedure fisheries by Kebumen Maritime and Fisheries Department based on District Regulation Kebumen Number 12 Year 2011 About Fishery Business License, and to know the problem which arise in the process of granting a fishery business permit. Approach method used in this research is juridical normative. Research specifications used by the author in This legal research is descriptive analytical. Data type used in this legal research is secondary data. Collection method the data used in this legal research is literature study which comes with interviews. Data analasis method used in legal research this is a qualitative method. As for the results of the study, the procedure of granting business permit entered complete application file to the fishing business. Furthermore, administrative verification and technical verification are performed. If in both verification is declared complete and feasible to do stages next. All files from the first stage to the verification stage technical that has been declared complete and feasible, it will be done printing accompanied by signing. The last stage of the process the granting of a license is the submission of a licensing document to the applicant. Implementation of the process of granting Sea Fisheries business license and Fishery Kebumen Regency can be said good because of it integrated business service system of fishery made. However, it is easy taking care of the permit is not followed by the high fishermen who take care of the permit business. The geographical location of Kebumen Regency has an effect on distance and time become obstacles to take care of permission. Service is expected adding officers in each sub-district, the officer carrying conditions make permission to the Service. Low awareness and resources human entrepreneurs also make at least take care of the permit fishery business.
