Abstract

This study aims to find out the process of occurrence of the Certificate Dual, form of settlement against multiple certificate disputes that constitute proof of right ownership of land rights in the National Land Agency of the City Salatiga, and the legal consequences of double certificates the. To achieve these objectives, the researchers used the technique data collection through observation, interview and documentation. The data have been obtained from the results of the research processed with using qualitative analysis to know the process of occurrence of Certificate. Form of settlement of the dual right titling disputes in the Agency Salatiga National Land Affairs, as well as legal consequences caused by the existence of a double certificate. The results showed that 1). Process of occurrence of Certificate Double is: a). The fault of the landowner itself is not pay attention to his land and not so well utilized taken over by others and then exploited for feeling that the land is neither owner nor owner. b). Pure body error The Salatiga National Land Affairs because it does not have good land data already registered and yag not yet registered. c). Local government factor or kelurahans that do not have data on the land that has been certified and already existing mastery or data is invalid. d). Element deliberate for crime. 2).
