Abstract

The construction of the fly-over that takes a lot of cost and time consuming generates a questions whether the fly-over construction is feasible or not.The fly-over was analyzed from two aspect, that is the engineering feasibility using the Indonesia Highway Capacity Manual method, to find out the change of intersection level of service before and after the construction, and using LAPI-ITB’s method to calculate the change of vehicle operating cost before and after the construction so the benefit of the fly-over construction can be analyzed.Then, using the NPV, net BCR and EIRR method the economy feasibility can be measured. The engineering feasibility show a changing of intersection delay from 107,22 sec/pcu in 2012 to 22,57 sec/pcu in 2017. Economy feasibility show NPV is IDR, 255.091.070.457, net BCR is 2,94 and EIRR is 33,47%. The engineering and economy feasibility shows that Jamin Ginting fly-over is feasible to build.
