Abstract
Poverty is an interesting phenomenon to be discussed and sought to overcome it. One of the poverty reduction programs in Indonesia is Family Hope Program (PKH) which is oriented towards family empowerment in the field of education and health. In Central Java this program has been started in 2011, but for Wonosobo Regency which is the highest percentage of poverty rate in Central Java (21.45%), this program was only implemented in 2015. The purpose of this research is to describe the implementation of PKH , the program form of PKH, and to find the supporting and inhibiting factors of PKH implementation in Wonosobo regency. This research uses approach model of policy implementation of George Edward III which pay attention to four main variable that is communication, resource, disposition, and bureaucracy structure. The research method used is the method of mix (mix method) with qualitative as the main approach. With data collection techniques such as observation, interviews, questionnaires, and document studies. The informants in this study were divided into two categories, namely (1) Head of Protection and Social Security Dinsos PMD Kabupaten Wonosobo, Coordinator of Wonosobo District PKH, and PKH Assistant of Wonosobo Regency as the source of qualitative data. (2) Family of Beneficiaries (KPM) of PKH in Wonosobo Regency especially in four sample districts (Garung, Kalikajar, Kertek, and Kepil) which totaled 100 KPM as a quantitative data source. The results of the study show that the Implementation of Hope Family Program in Wonosobo District covers several processes and stages consisting of planning, socialization, data collection, mentoring, and distribution of aid. In practice there are still technical constraints such as availability of resources, distance, access, and commitment from both parties (recipients and implementers). There are still some people who are actually not able but have not received assistance PKH. In addition, the number of KPM is very much still not comparable with the number of companion available so that still occur overload and should be added plus the companion again. For the long term, it needs commitment and support from all parties so that this program can run well. More specifically, there needs to be an increase in the quantity and quality of existing PKH facilitators as they are the key as well as the bridge between the government and KPM to succeed the main objective of PKH which is to improve the welfare of education and health so that it can reduce the burden of poverty in Wonosobo regency.
