Abstract

The concept of Good Governance began to be promoted by the existence of partnership between private government and society. One example we can see in the case Partnership Between Government and Non Goevernment Organization in the manage of Batik Industrial Waste in Batik Village Lawean. Good Governance includes 3 pillars of development that is state, private, and civil society. These three pillars are very related and very appropriate to provide excellent public service. IPAL management occurs because there is a form of partnership between state actors, private actors and civil society, this form of success can be measured by the success of services performed (state, private) in meeting the needs of public service. The methodology used is descriptive research method with data retrieval technique in the field of documentation accompanied with result of interview with related source. The results showed that cooperation between the government and the second party certainly can show a positive climate. This is because the government can realize and run public policies optimally, thus creating the value of Better Service, Better Value and Benefit For All Stakeholders. Recommendation that can be done is all stakeholders who feel the benefits of the establishment of government cooperation with FPKBL to participate in maintaining the environment, no more cases of river waste pollution so that it can cause adverse impact on the health of the people who inhabit the watershed.
