Abstract

This study examines the performance of Rawai Dasar (bottom set long line) fishing business under the climate change condition by using the Cobb-Douglas Production Function, with an assessment of the level of resource utilization with the Gordon-Schaefer Bioeconomic Model, and analyzes the understanding and adaptation of Rawai Dasar fishing business in order to cope the climate change condition through descriptive statistics with conventional scale. The objectives of the study are to estimate the Maximum Sustainable Yield (MSY), Maximum Economic Yield (MEY), Open Access Equilibrium (OAE), and economic profit of the catches fish resources of Rawai Dasar, analyzing the input factors that affecting the business, calculate the R/C Ratio, analyze the level of understanding and adaptation, and recommend the sustainable fishing strategy of Rawai Dasar fishing business in terms of bioeconomic model, Cobb-Douglas Production Function, and the value perception of climate change. Bioeconomic assessment conducted using secondary data: production and unit of Rawai Dasar (2001-2012) and primary data: average price of Rawai Dasar fish catches per year, and average cost per unit per year. Assessment Cobb-Douglas Production Function using primary data: total production, and total cost per trip. Assessment of the climate change perception by using primary data regarding symptoms and adaptation to climate change. The research indicated the level of sustainable production of Rawai Dasar fish catches (CMSY) are 3,781,959 kg per year, and the numbers of Rawai Dasar (EMSY) are 88 units per year. The level of utilization in year of 2012 (143 units of Rawai Dasar Boats) has been overexploited. Economic profit optimization of Rawai Dasar fish catches can still be achieved on the level of economic effort (EMEY) that totaling 55 units per year. With overexploited condition in 2012, the results of the Cobb-Douglas analysis shows that performance of Rawai Dasar fishing business is feasible and can be developed with the result of R/C Ratio: 1.58, while the results of Return to Scale: 0.471, indicating that Rawai Dasar fishing busiess in a state of decreasing returns to scale. The results of the perception from Rawai Dasar fishing business in order to cope the climate change condition get an average score of 6.28, while the average score for the adaptation effort to climate change: 7,48 (safety of fishing operations), 7,38 (support of technology), 5,87 (entrepreneurship), and 4,0 (creativity and innovation).
