Abstract
Almostallparts of the worldpays little attention toissue of gender development between and women, gender issue becomean important issue in the development in Indonesia. It was state in the Peraturan Menteri Dalam negeri No. 15 tahun 2008 on General Guidelines for the Implementation of Gender Mainstreaming (PUG) in the Regioen. For execution of gender-baseddevelopment canbe facilitated byeinthera need to build accountability system that canbe used as performance measure of gender based development.
