IMPLEMENTASI KEBIJAKAN PENJAMINAN MUTU PADA PERGURUAN TINGGI SWASTA DI KOTA SEMARANG

Abstract

This research aims to : (1) Describing and analyze the implementation of the quality assurance policy of the private of higher education institutions in Semarang viewed from the perspective of the National standards of higher education; (2) To identify and analyze quality aspects which contribute to and inhibit the implementation of the quality assurance policy of the private higher education institutions in Semarang ; (3) To formulate the implementation model of the education quality assurance which effective and appropriate with the needs to facilitate the improvement of the education quality of the private higher education institutions in Semarang . This study used a qualitative approach with the descriptive analysis. This result of the research show that in general the implementation of quality assurance policy at private higher education institutions in Semarang has not been done maximally and the achievement of the results has not been maximal as well. This is because there are some obstacles, among others: (1) Lack of coordination between the government institutions and private of higher education institutions; (2) Lack of the potential resources (human financial resources) of the privat higher education institutions in the implementation of quality assurance policy; (3) Ineffective communication and working mechanism in the implementation of quality assurance policy of the private of higher education institutions.
