Abstract

The purpose of this study is to describe and analyze 1) Integrated Self-Sufficient City development policy; 2) the effectiveness of the implementation of development policies Integrated Self-Sufficient City; 3) What are the aspects that support and hinder policy implementation Integrated Self-Sufficient City; 4) Model Integrated Self-Sufficient City policy implementation in Northern Bengkulu formulated fore. This research was conducted with qualitative methods, data presentation is done through interviews, documentation and observation, while data analysis is performed by adopting the thought Miles, Huberman and Saldana (2014) by using interactive methods of analysis models. The results of this study concluded that "policy instruments, the effectiveness of development policy implementations, implementation of the policy content (content of policy) and the policy context (Context of Policy) Integrated Self-Sufficient City construction on transmigration area in Northern Bengkulu district proven can not be implemented to the fullest". Conclusion of the existing findings as described from the evidence that there are the following: Recommendations are: The success of Integrated Self-Sufficient City policy implementation can be perceived by the public and appropriate goal would initially need to do various strengthening and improvement of the implementation of the policy. So that the reinforcement can be realized if the strengthening of institutional functions in every sector can formulate policies are clear and measurable. To the researchers have several recommendations that may be referenced regarding synergize the various types of policy instruments by taking into account local conditions and regulations as well as regional development. City unified self effectiveness of policy implementation can be seen through the construction of supporting facilities in accordance with applicable regulations and theoretical concepts of policy implementation. Integrated Self-Sufficient City promoting policies to all working Units local goverment that Integrated Self-Sufficient City program development across sectors that require xxix coordination both at central and regional level. The model policy Integrated Self-Sufficient City comprehensively required ideal model and theoretical concepts regarding the implementation of the policy, should play the role of actors, good actors in of the government, as well as interest groups, academics and the media. The theoretical implications of this research is increasingly supporting and strengthening the impact theory of policy implementation. In addition, based on the results of the research, the implications of the theory is associated with policy implementation Integrated Self-Sufficient City is a phenomenon that has been observed is policy instruments Howleet and Ramesh (1995), the contents of the policy and the policy context (Grindle, 1987), attitude and ability apparatus (Van Metter and Van Horn, 1985), communication and bureaucratic structure (George Edward III, 1980), where all these aspects have a major influence on the success of the implementation of public policy. Thus the overall research findings strongly related to the disciplines of the theory of public policy which is part of state administration.
