Abstract

Pembangunan kawasan industri merupakan usaha mengembangkan industri yang berwawasan lingkungan, memberikan kemudahan dan daya tarik bagi investasi dengan konsep efisiensi, tata ruang dan lingkungan hidup. Pembangunan kawasan industri menjadi mendesak karena dalam PP 107/2015 tentang Izin Usaha Industri setiap pengajuan Izin Usaha wajib berlokasi di kawasan industri. Pringapus merupakan salah satu kecamatan yang ditujukan sebagai kawasan industri pada Perda 6/2011 tentang RTRW. Pengembangan KIP sudah direncanakan oleh Bappeda pada tahun 2009, tetapi sampai tahun 2016 belum dapat terwujud. Kendala dalam realisasi perencanaan adalah kekhawatiran masyarakat akan dampak kegiatan industri. Upaya meminimalisasikan dampak salah satunya adalah melalui pengembangan kawasan industri berwawasan lingkungan (Eco Industrial Park) . Penelitian bertujuan untuk mengetahui proses perencanaan kawasan industri Pringapus, tingkat pemenuhan kriteria EIP serta strategi yang tepat untuk mengembangkan EIP di zona industri Pringapus. Data pendukung penelitian diperoleh dari data sekunder perencanaan kawasan , dokumentasi serta studi literatur, sedangkan data primer diperoleh dari observasi dan wawancara kuesioner. Hasil penelitian menunjukkan bahwa dalam perencanaan kawasan kriteria EIP sudah diterapkan walaupun belum maksimal dan dalam perkembangannya pemenuhan terhadap kriteria EIP baru pada kisaran 32%. Strategi pengembangan EIP yang dilakukan dengan metode AHP menunjukkan bahawa strategi yang paling penting oleh responden adalah dengan “menghijaukan industri yang sudah ada” dengan tingkat kepentingan 33.7%. Kata kunci : kawasan industri berwawasan lingkungan, eco industrial park (EIP), simbiosis industri, Analytical Hierarchy Process (AHP), zona industri Industrial park development is a mean to develop environmetal friendly industrial activity, providing convenience and attractiveness for investment with the concept of efficiency, layout and environment. Industrial park development becomes urgent because in the Government Regulation No. 107/2015 on Industrial Business License, every application for Industrial License must be located in an industrial area. Pringapus is one of the sub-districts in Semarang Regency that is designated as an industrial zone on Local regulation 6/2011 on Spatial Planning. Pringapus Industrial Park development has been planned by Bappeda in 2009, but until 2016 has not been realized. Constraints in the realization of planning is the concern of the community about the environmental impact of industrial activities. Efforts to minimize the impact of one of them is through the development of Eco Industrial Park. The research aims to know the planning process of Pringapus industrial area, the level of compliance of EIP criteria and the right strategy to develop EIP in Pringapus industrial zone. The supporting data were obtained from secondary data of area planning, documentation and literature study, while the primary data were obtained from observation and questionnaire interview. The results showed that in the EIP criteria area planning has been implemented although not maximal and in its development fulfillment against new EIP criteria in the range of 32%. The EIP development strategy conducted by the AHP method shows that the most important strategy by respondents is to "green an existing industry" with 33.7% importance level.
