Abstract

Manajemen sumber daya air berbasis Sistem Informasi Geografis dapat memberikan manfaat yang besar terhadap pengaturan ketersediaan air. Monitoring potensi level air dibutuhkan di sektor pembangunan, sektor pertanian, energi dan lain-lain. Pada penelitian ini dikembangkan sistem informasi sumber daya air menggunakan konsep Sistem Informasi Geografis secara real-time untuk monitoring potensi level air kawasan berbasis web dengan menerapkan metode rule based system. SIG ini terdiri dari hardware, software, dan database. Sesuai dengan arsitektur SIG berbasis web, penelitian ini menggunakan seperangkat komputer yang terkoneksi dengan jaringan, dijalankan pada web server Apache dan bahasa pemrograman PHP menggunakan basis data MySQL. Ultrasound Wireless Sensor System digunakan sebagai masukan data level air. Selain itu juga dimasukkan data waktu dan informasi lokasi geografis. SIG ini memetakan lima lokasi sensor yang ada di Kota Semarang, yaitu banjir kanal timur, banjir kanal barat, silandak, plumbon, dan babon. SIG tersebut diproses melalui rule based system untuk menentukan tingkat potensi level air kawasan. Aturan yang diperoleh berdasarkan peraturan Kepala Badan Nasional Penanggulangan Bencana No 02 Tahun 2012 Tentang Pedoman Umum Pengkajian Risiko Bencana. Sesuai dengan peraturan tersebut, aturan yang telah ditetapkan jika level air < 0.76 m maka kawasan berpotensi rendah, jika level air > 0.76 m sampai < 1.5 m maka kawasan berpotensi sedang, dan jika level air > 1.5 m maka kawasan berpotensi tinggi. Informasi hasil monitoring level air dapat ditampilkan pada peta tematik dengan menumpangsusunkan (overlay) lebih dari satu layer, dan juga menghasilkan informasi berupa tabel dari database, serta grafik berdasarkan waktu kejadian dan nilai ketinggian air. Kata Kunci : SIG, Level Air, Real-time, Rule Based System. Management of water resources based on Geographic Information System can provide substantial benefits to water availability settings. Monitoring the potential water level is needed in the development sector, agriculture, energy and others. In this research is developed water resource information system using real-time Geographic Information System concept for monitoring the potential water level of web based area by applying rule based system method. GIS consists of hardware, software, and database. Based on the web-based GIS architecture, this study uses a set of computer that are connected to the network, run on the Apache web server and PHP programming language using MySQL database. The Ultrasound Wireless Sensor System is used as a water level data input. It also includes time and geographic location information. The GIS maps five existing sensor locations in Semarang City, which are east flood canals, western canal floods, silandak, plumbon, and baboon. GIS is processed through a rule based system to determine the level of potential water level of the area. Rules obtained under the regulation of the Head of National Disaster Management Agency No. 02 of 2012 on General Guidelines for Assessment of Disaster Risk. In accordance with the regulation, the rule has been established if the water level is <0.76 m then the area is potentially low, if the water level is> 0.76 m to <1.5 m then the area is potentially moderate, and if the water level> 1.5 m then the area is potentially high.Water level monitoring information result can be displayed on thematic maps by overlaying more than one layer, and also generating information in the form of tables from the database, as well as graphs are based on the timing of events and the water level values.
