Abstract

Klambon village is known for the metal industry that uses B3 wastes such as tin, disused batteries and electronic waste for producing electrical components, automotive parts, and others. These industrial activities cause a decrease in air and water quality, an increase in noise pollution, and also disturbance to local residents. Moreover, the industrial activities also cause negative environmental externalities. The negative environmental externalities are one of the problems to get Pareto Optimal. Therefore, government intervention is one way to correct for the market to achieve Pareto Optimal by knowing the value of society losses and solution to improve the environmental quality of pollution that occurs around the society. The aims of this research were to identify negative externalities due to pollution from metal waste, to estimate the value loss of society, to estimate the value of Willingness to Accept (WTA) and to analyze the factors that influence the amount of people’s willingness to accept compensation. The present study managed to obtained data from 83 household samples in Klambon, especially RT 34 RW 08 and RT 37 RW 08. To support the data, this study also utilized secondary data. The methods used in this study were to identify negative externalities using Descriptive Analysis, to estimate the value of the loss using Replacement Cost and Cost of Illness, to estimate WTA value using Contingent Valuation Method (CVM) with Bidding Game techniques. Finally, the obtained data was tested and observed using Ordinary Least Square regression model. The result showed that due to the negative externalities, the community must bear the external cost of IDR 39.336.000 per year. 90,4% of the respondents stated their willingness to receive compensation. Through CVM, it was revealed that the respondents’ average value of WTA was IDR 48.100/year/household, with the total value of WTA of IDR 23,665,200 per year. Furthermore, it was revealed that education and income were negatively and significantly correlated with WTA and the value loss was positively and significantly correlated with WTA.
