Abstract
Undang-Undang Republik Indonesia Nomor 39 tahun 2014 tentang Perkebunan mengharuskan pengelolaan perkebunan yang sesuai dengan asas keberlanjutan. Diperlukan kajian untuk mengetahui penerapan keberlanjutan pada praktek perkebunan kakao di Kabupaten Lampung Selatan. Untuk maksud tersebut maka diperlukan tujuan sebagai berikut (1) menentukan status keberlanjutan pada pengelolaan perkebunan kakao di wilayah Kabupaten Lampung Selatan berdasarkan dimensi ekologi, ekonomi, dan sosial; (2) menentukan strategi pengembangan perkebunan kakao yang sesuai di Kabupaten Lampung Selatan. Status keberlanjutan dianalisis dengan memodifikasi metode Rapfish melalui pendekatan MDS (multidimensional scaling). Strategi pengembangan ditentukan melalui analisis SWOT. Kajian pengelolaan perkebunan dijelaskan secara deskriptif dengan membandingkan pengelolaan pada 3 lokasi pengamatan, yaitu Kecamatan Katibung, Kecamatan Merbau Mataram, dan kecamatan Rajabasa. Hasil analisis menunjukkan bahwa dimensi ekologi dan sosial pada Kecamatan Katibung dan Merbau Mataram berstatus cukup berkelanjutan sedangkan dimensi ekonomi berstatus kurang berkelanjutan. Sebaliknya, dimensi ekologi dan sosial pada Kecamatan Rajabasa menunjukkan status kurang berkelanjutan sedangkan dimensi ekonomi berstatus cukup berkelanjutan. Strategi pengelolaan perkebunan yang sesuai untuk dikembangkan adalah memperbanyak pelatihan dengan tema berbeda sesuai kebutuhan kelompoktani serta mengembangkan pengelolaan perkebunan yang terintegrasi dengan ternak. Kata Kunci: kakao, pengelolaan perkebunan, berkelanjutan In accordance to the Regulation of the Republic of Indonesia number 39 of 2014 on Plantations, the management of plantation should apply the principle of sustainability. Study was needed to determine the application of sustainability in the practice of cocoa plantation in South Lampung Regency. For this purpose, the following objectives were needed: (1) to determine the status of sustainability in the management of cocoa plantations in South Lampung Regency based on ecological, economic and social dimensions; (2) to determine the appropriate cocoa plantation development strategy in South Lampung Regency. The status of sustainability was analyzed by modifying the Rapfish method through the MDS (multidimensional scaling) approach. Development strategy was determined through SWOT analysis. The study of plantation management was descriptively explained by comparing the management in 3 locations, namely Katibung District, Merbau Mataram District and Rajabasa District. The results show that the ecological and social dimension of Katibung and Merbau Mataram Districts is quite sustainable while the economic dimension is less sustainable. In contrast, the ecological and social dimension of Rajabasa District shows less sustainable status while the economic dimension is quite sustainable. An appropriate strategy to develop sustainability farming is to expand the training with different themes according to the needs of farmer groups and to develop integrated cocoa plantation management with livestock.
