Abstract
Corruption has taken place at various levels of government, including in the regional government. This makes the system of regional autonomy and fiscal decentralization did not run in accordance with its function. The phenomenon of corruption is also happening in the capital of Central Java city of Semarang and one contributing factor is the high political cost. Several attempts have been made to reduce corruption through fixing laws on corruption. In addition, the response of the social environment becomes one of risk experienced by the perpetrator. But the punishment of legal and social terms as a result of a criminal act of corruption does not give deterrent effect to the perpetrators. This study aims to analyze a person's tendency to commit criminal acts of corruption that has gained incracht decision. The analytical method used is qualitative, with a cost benefit approach. The result of benefit cost ratio from this research is> 1, meaning that the benefits of corruption is greater than the costs to be borne out of such actions.
