Population of Blora regency in 2000 was 836.008 people, with 0,97% growth rate and the density in 2003 was 454 people/km2. Cepu is subdistridt of Blora, with density was 1,504 person/km2 that time, as central of oil and gas refinery, education, wooding, as center of teak wood handicraft and once gate entrance to Central Java from East Java. The Regencies, likely Blora- Cepu-Bogorejo are supported by the road network related, The social economy in this areas to be develop, and finally problem arise, was public transportation crustraint. Public transportation route between Blora-Bogorejo-Cepu has a linear route from Blora to Cepu with transit to Bogorejo. In the mean while many public transport modes, refuse service to Bogorejo, and the effect are many users accumulated in triangle Jepon between Blora Cepu to Bogorejo. Illegal public transport modes arise, and alles advantage for user. There are three alternatives that can be used to solve problem, ic : first, given routes Blora-Jepon-Cepu and Blora-Jepon-Bogorejo; second, givenroutes Blora-Jepon-Cepu and Jepon-Bogorejo; Third, given routes Blora-Jepon-Bogorejo and Jepon-Cepu. The best option is the first = Blora-Jepon-Cepu and Blora-Jepon-Bogorejo. From the financial aspect, profitable the first option is relative higher than second and/or the third. The frequency and headway of operational modes can be optimize.
