Evaluasi Program Rehabilitasi Kusta di Rumah Sakit Kusta Kediri Tahun 2016

Abstract

Universitas Diponegoro Fakultas Kesehatan Masyarakat Program Studi Magister IlmuKesehatan Masyarakat Konsentrasi Administrasi dan Kebijakan Kesehatan 2016 ABSTRAK Reny Nugraheni Evaluasi Program Rehabilitasi Kusta di Rumah Sakit Kusta Kediri Tahun 2016 xviii + 149 halaman + 22 tabel + 3 gambar + 8 lampiran Rehabilitasi kusta memilki dampak yang beragam pada kondisi fisik, psikologi, sosial dan ekonomi penderita cacat kusta. Efektifitas pelayanan yang dapat diberikan oleh rumah sakit kusta dalam menjalankan program kusta sangat dipengaruhi oleh manajemen rumah sakit dalam melakukan pengaturan sistem pelayanan. Sehingga diperlukan penelitian untuk melihat pelaksanaan program serta dampaknya secara mendalam pada pelayanan rehabilitasi kusta di Rumah Sakit Kusta Kediri. Tujuan penelitian ini untuk mengetahui evaluasi program rehabilitasi kusta di rumah Sakit kusta Kediri. Desain penelitian deskriptif kualitatif dengan Informan utama adalah pihak yang mengetahui dan terlibat langsung dalam program rehabilitasi kusta di Rumah Sakit Kusta Kediri serta 23 pasien kusta yang mengalami kecatatan. Variabel yang diteliti untuk provider antara variabel input, variabel process, variabel output, dan variabel outcome, dan variabel confounding (pendidikan, sosial ekonomi, dukungan keluarga). Analisis data menggunakan proses berpikir induktif. Hasil penelitan menunjukkan Sumber daya manusia di Rumah Sakit Kusta kurang, yaitu tidak ada psikolog dan dokter spesialis rehabilitasi medik. Sehingga ada dua rehabilitasi yang tidak berjalan yaitu rehabilitasi mental dan rehabilitasi sosial. Tidak berjalannya dua rehabilitasi tersebut menyebabkan tujuan program rehabilitasi kusta untuk mengatasi permasalahan fisik, psikis, sosial dan ekonomi pasien kusta belum tercapai. Dari hasil penyebaran kuesioner kualitas pelayanan pada 23 responden (pasien) bahwa sebagian besar responden memiliki kualitas hidup dalam kategori kurang, yaitu 10 responden (43,5%) dan sebagian kecil responden memiliki kualitas hidup dalam kategori baik yaitu 5 responden (21,7%). Disarankan bagi rumah sakit untuk meningkatkan controlling dalam pelaksanaan program rehabilitasi kusta di RS Kusta Kediri serta membentuk suatu kelompok pasien kusta untuk dapat saling menyemangati dan saling memberi informasi tentang pelaksanaan program rehabilitasi kusta. Effectiveness of services provided by a leprosy hospital in implementing a program of leprosy was influenced by a hospital management in regulating a service system. Therefore, there needs to conduct a study to review the implementation of the program and its impacts on services of leprosy rehabilitation at a leprosy hospital in Kediri. The aim of this study was to evaluate the program of leprosy rehabilitation at the leprosy hospital in Kediri. This was a descriptive-qualitative study. Main informants consisted of all officers who knew and directly involved in the program of leprosy rehabilitation at the leprosy hospital in Kediri and 23 disable leprosy patients. Research variables consisted of input, process, output, outcome, and confounding variables like education, socio-economy, and family support. Data analysis used an inductive thinking process. The results of this research showed that there was a lack of human resource at the hospital. There was no psychologist and no medical rehabilitation specialist. This condition caused two rehabilitation units did not work, namely mental rehabilitation and social rehabilitation. Therefore, the target of the leprosy rehabilitation program to overcome problems of physic and socio-economy of leprosy patients had not been achieved. The results of interview using a questionnaire demonstrated that most of respondents had low quality of life (10 respondents or 43.5%) otherwise there were only 5 respondents (21.7%) who had good quality of life. The hospital needs to improve controlling of the implementation of the leprosy rehabilitation program at the leprosy hospital in Kediri and to form a group of leprosy patients in order to support between each other and provide information of the implementation of the leprosy rehabilitation program.
