Abstract

This research is qualitative research on the implementation of primary school teacher certification in Semarang district. There are misinformations about work period requisite, portofolio and lesson plan format. In resources factor, staff, information and authority subfactor are going along effectively. However, facilities subfactor is not sufficient. Facilities including building, equipments and supplies, budgetary allocation are not available. Disposition implementor factor tends to be good. Bureaucracy structure supports the implementation well. Finally, social economy environment are also supporting factors in implementation of teacher certification for basic education in Semarang district.
