Abstract

Fishing is one of the commodities included in the results of strategic commodities in Indonesia because Indonesia is a maritime country.. The high level of private consumption will be the fishery, making the government to accelerate the development of the fisheries sector. One of the districts in the District Mlonggo Jepara, the focal point of researchers because the township has a huge potential in terms of fisheries production. Based on the number of input and output along with their respective prices, we can determine the efficiency of production capacity at the sites. This study aims to analyze the conditions of return to scale fishery business and analyze the level of technical efficiency, the efficiency of the price, as well as economic efficiency to fishing in the District Mlonggo, Jepara regency. Data obtained through questionnaires through interviews fishing techniques in the study site. While the methods used is the analysis of the condition of return to scale through the analysis of Cobb-Douglass production function using regression estimation and analysis of the level of production efficiency using Data Envelopment Analysis. The results of this study indicate that alues return to scale in the study site of 2.765 indicates that the fishery business in the research area has conditions of increasing returns to scale. Technical efficiency level of 0,583 indicates that the fishermen of the study sites have been allocated production factor of 58,30 percent of the optimal results. The efficiency level of the price of 28.7622 shows that the allocation is not efficient use of production factors in the price. Economic efficiency value reached 16,768 indicates that activity is not economically efficient production.
