TERPAAN PROGRAM PENDIDIKAN DEMOKRASI “PEMILOS” TVKU, INTENSITAS KETERLIBATAN PEMILIH DAN SOSIALISASI KPU KOTA SEMARANG TERHADAP PARTISIPASI PEMILIH PEMULA

Abstract

Tesis ini membahas hubungan terpaan program pendidikan demokrasi "Pemilos" TVKU, keterlibatan intensitas pemilih, sosialisasi KPU Semarang kota terhadap partisipasi jumlah pemilih pemula di Kota Semarang. Masalah penelitian ini dimulai dari kurangnya partisipasi jumlah pemilih pemula di dalam menggunakan hak pilihnya, serta masih kurang maksimalnya dukungan pemerintah dalam sosialisasi pendidikan demokrasi bagi pemilih. Tujuan dari penelitian ini untuk mengetahui seberapa efektif pendekatan yang dilakukan oleh TV lokal (TVKU Semarang) yang bekerjasama dengan Komisi (KPU Semarang) melalui pemilihan umum Program OSIS (Pemilos) dalam meningkatkan tingkat kesadaran dan pemahaman tentang aktualisasi politik siswa sebagai pemilih. Penelitian ini menggunakan metode penelitian kuantitatif. Jumlah responden yang menjadi sampel penelitian sebanyak 300 siswa yang berasal dari SMA/MA/SMK di Kota Semarang yang berusia 17-21 tahun dan telah mengikuti pendidikan program demokrasi "Pemilos" pada tahun 2012. Metode pengumpulan data dilakukan dengan menggunakan instrumen kuesioner. Analisis data dalam penelitian ini menggunakan analisis korelasi yang menunjukkan hubungan antara dua variabel atau lebih. Tujuan dari analisis korelasi ini dilakukan untuk mencari bukti ada tidaknya hubungan antara variabel, untuk melihat ukuran hubungan antara variabel, mendapatkan kejelasan dan kepastian apakah hubungan tersebut signifikan atau tidak signifikan. Dan dari hasil penelitian ini ditemukan bahwa sebagian besar responden setuju bahwa program pendidikan demokrasi "Pemilos" TVKU, keterlibatan intensitas pemilih, dan sosialisasi yang dilakukan oleh KPU Kota Semarang berkorelasi signifikan atau positif terhadap partisipasi jumlah pemilih di Kota Semarang. Diharapkan, penelitian ini membawa dampak meningkatnya jumlah partisipasi pemilih di kota Semarang baik dalam pemilihan DPR, DPD dan DPRD serta Pemilu Presiden dan Wakil Presiden kedepan. The problem of this research starting from lack of beginner voter participation in using their voting rights, as well as the still lack of government support in the socialization of democratic education for voters. The purpose of this study to determine how effective the approach of local TV (TVKU Semarang) in cooperation with the Commission (KPU of Semarang) through the general elections program OSIS (Pemilos) in improving the level of awareness and understanding of political actualization of the students as voters. This research uses descriptive explanatif research methods. The total number of respondents of this study who became a sample are 300 students of high school students in the city of Semarang were aged 17-21 years and has attended educational programs democracy "Pemilos" student council president election race SMA/ SMK/ MA State/ Private in 2012. This study uses a quantitative research methods with methods of data collection using questionnaires. Analysis of the data in this study using correlation analysis shows the relationship between two or more variables. The objective of correlation analysis to look for evidence of whether or not there is a correlation between variables, to see the size of the relationship between variables, gain clarity and certainty whether the relationship is significant or inconclusive. Results of this study states that most of the respondents agreed that the synergy between local television as a medium in this case by the KPU as election organizers and quite a significant correlate positively affect participation in the event turn out elections are held. And the most important thing is expected to hopefully, this study brings the impact of the increasing number of voter turn out in the city of Semarang, both in the election of DPR, DPD and DPRD as well as the election of President and Vice President in the future.
