Abstract

Kecamatan Selo Kabupaten Boyolali merupakan wilayah ekosistem pegunungan memiliki fungsi ekologi, ekonomi, dan sosial yang strategis. Kondisi saat ini fungsi ekonomi sebagai lahan budidaya pertanian holtikultura lebih berperan sehingga memicu terjadinya kerusakan lingkungan terutama degradasi lahan. Untuk mengendalikan kerusakan lingkungan perlu disusun suatu strategi pengelolaan ekosistem pegunungan secara berkelanjutan.Penelitian ini bertujuan merumuskan strategi pengelolaan ekosistem pegunungan secara berkelanjutan berdasarkan kondisi ekologi, kondisi sosial ekonomi petani dan kondisi institusi pengelola ekosistem pegunungan. Analisis kondisi ekologi dilakukan dengan menilai daya dukung lahan untuk aktivitas pertanian menggunakan metode weight factor matching (WFM). Kondisi sosial ekonomi yang mempengaruhi tindakan konservasi petani di wilayah penelitian dianalisis menggunakan metode deskriptif kuantitatif. Kondisi institusional dianalisis dengan metode Importance Performance Analysis (IPA). Perumusan strategi pengelolaan ekosistem pegunungan menggunakan metode analisis SWOT dengan pendekatan deskriptif dan AHP. Hasil penelitian menunjukkan: daya dukung lahan Kecamatan Selo rendah; faktor sosial ekonomi yang mendasari tindakan konservasi lahan petani di Kecamatan Selo berbeda secara signifikan antara petani satu dengan yang lain; kapasitas Pemda Boyolali dalam pengelolaan ekosistem pegunungan rendah; strategi pengelolaan ekosistem pegunungan yang diusulkan yaitu : (i). melaksanakan program dan kegiatan teknis konservasi lahan, (ii). diversifikasi mata pencaharian petani, (iii). membuat percontohan usaha tani ramah lingkungan secara permanen, (iv). memfasilitasi stakeholder dalam rangka pengembangan potensi ekosistem pegunungan, (v). mengembangkan komoditas lain yang bernilai ekonomis tinggi, sesuai agroklimat, dan tahan terhadap ancaman erupsi merapi. Kata kunci : ekosistem pegunungan, lahan, konservasi, strategi, Boyolali Selo district Boyolali Regency is a region of mountainous ecosystem that has strategic functions such as ecological, economic, and social. The current state of the economy as a function of land cultivation of horticulture is more dominant thus causing damage to the environment, especially land degradation. It is necessary to formulate strategies of mountain ecosystem management, in order to control the environmental damage. This study aims to formulate strategies of sustainable mountain ecosystems management based on the ecology, socio-economic conditions of farmers, and conditions of management institution in Boyolali local government. Analysis is done by assessing the condition of ecological carrying capacity of the land for agricultural activities by using the weight factor matching (WFM). Socio-economic conditions of farmers conservation measures by using quantitative descriptive method. Institutional conditions were analyzed by the method of Importance Performance Analysis (IPA). Formulation of strategy mountain ecosystem management is done by using SWOT analysis method with descriptive approach and AHP . The results showed : the carrying capacity of land cultivation agriculture in Selo District Boyolali Regency is low, socio-economic factors underlying the farmer's land conservation in District Selo difference significantly between the farmer to another, Boyolali local government capacity in Mountain ecosystem management is low ; mountain ecosystem management strategies that were proposed : (i). implementing land conservation technical program (ii). diversification of livelihoods of farmer, (iii) the making a permanently of land farming concervation (iv). facilitating stakeholders in order to develop the potential of mountain ecosystems, (v). developing other commodities with high economic value, according agro-climatic, and resistant to the threat of Merapi eruption.
