Abstract

This study aimed to examine the influence of the quality of human resources strategic planners and environmental conditions to the quality of the strategic planning drawn up for a period of five years and the subsequent effect on the performance of the Local Government Unit (SKPDs) in Semarang regency government environment. In addition, this study will also examine the direct effect of the quality of human resources strategic planning and environmental conditions on the performance of SKPD. The problem underlying this study is within the scope of performance on SKPDs Semarang regency government is considered low until the time period considered, namely 2012. On the other side, strategic plan known has some shortages. This gave rise to the notion of a lack of a functioning strategic planning as a result of less optimal use of human resources and less strategy to overcome environmental conditions Conclusions obtained will be used as the basis for suggested improvements to raise performance of SKPDs. This research is purposive to sample the head SKPD in Semarang regency government some 46 people using questionnaires. The research method used is multiple regression analysis with data analysis techniques using ANOVA and t-test with SPSS 22. Based on this study showed that the quality of human resources strategic planners and the environment has a positive influence on quality of the strategic planning, then the quality of strategic planning has a positive effect on the performance of SKPDs.. Each quality of human resources strategic planners and environmental conditions has a positive effect on the performance of SKPDs in Semarang regency government too. Based on these results the model proposed in this study can be accepted
