Abstract

ABSTRAK Audit Komunikasi dan Efektivitas Organisasi merupakan penelitian yang dilakukan untuk mengkaji kinerja sistem komunikasi keorganisasian serta pengaruhnya terhadap pencapaian tujuan organisasi (efektivitas organisasi). Dengan menggunakan Model Profil Komunikasi Keorganisasian, penelitian ini berupaya mengungkap 8 variabel komunikasi organisasi yaitu kepuasan organisasi, iklim komunikasi organisasi, kualitas media, aksesibilitas informasi, penyebaran informasi, muatan informasi, ketepatan pesan, dan budaya organisasi serta hubungan dan pengaruh kedelapan variabel ini terhadap efektivitas organisasi. Penelitian dilakukan di Biro Humas Setda Provinsi Jawa Tengah yang terindikasi mengalami hambatan komunikasi organisasi, yaitu upward communication, dari kinerja yang kurang memuaskan. Kultur kolektivistik Jawa yang mempengaruhi budaya organisasi dan perilaku organisasi juga kurang mencerminkan prinsip organisasi birokrasi profesional dan modern menurut Max Weber. Hasil penelitian menunjukkan terdapat beberapa hambatan komunikasi dalam organisasi, yaitu kepuasan organisasi, iklim komunikasi organisasi, kualitas media, dan penyebaran informasi. Kedelapan variabel audit komunikasi berhubungan positif dengan efektivitas organisasi, sementara 6 dari 8 variabel berpengaruh secara signifikan terhadap efektivitas organisasi. 2 variabel yang tidak berpengaruh adalah aksesibilitas dan penyebaran informasi akibat arah aliran informasi bertingkat yang mengakibatkan kurang efektifnya penyebaran informasi. Budaya organisasi yang mendapat pengaruh dari kultur Jawa (kolektivistik) ternyata berpengaruh signifikan terhadap efektivitas organisasi sehingga budaya ini baik bagi organisasi dan menciptakan sistem komunikasi organisasi yang baik sehingga memunculkan kondusifitas yang mempermudah pencapaian tujuan organisasi (efektivitas). Sistem komunikasi organisasi yang baik didukung budaya organisasi kolektivistik yang kuat akan mempermudah pencapaian tujuan organisasi. Kata Kunci: Audit Komunikasi, Humas, birokrasi, kolektivistik, efektivitas organisasi Tittle : Communication Audit and Organizational Effectiveness (Study at Public Relations Bureau in Regional Secretariat of Central Java Government) ABSTRACT Communication Audit and Organizational Effectiveness is a research which is done for reviewing the performance of organizational communication system and the impact of them toward the achievement of organization goals and objectives. Using Organizational Communication Profile Model, 8 variables of communications organizaton are object for auditing. They are organizational satisfaction, organizational communication climate, media quality, information accessibility, information dissemination, load of information, message accuracy, and organizational culture. The research was carried out at Public Relations Bureau in Regional Secretary of Central Java Government which is indicated in having a problem about upward communication. Also, Javanese collectivism culture, which having strong influence in organizational culture and behavior, was not reflecting bureaucracy principals according to Max Weber. The result shows that there are some barriers in internal organizational communications system, which are organizational satisfaction, organizational communication climate, media quality, and information accesibility. All variables of communication audit were having positive and significant relationship with organizational effectiveness. While, 6 of 8 variables were having significant impact, except information accessibility and dissemination. That are because ineffective information flow in organization (hierarchical flow). Another interesting finding is influence from Javanese collectivism culture into organizational culture and bureaucracy is having a significant impact on organizational effectiveness. Strong collectivism culture which was reflected in individual behavior such as the use of Javanese language “Krama Inggil” to speak to the supervisors or older people in organization is good and the organization should keep this in order to create conducive situation and achieve the organization goals and objectives. Good organizational communication system, supported by a strong Javanese collectivism culture will allow organization to achieve its goals and objectives effectively and nicely Keywords: Communication Audit, public relations, bureaucracy, collectivism, organizational effectiveness
