Abstract
Pemaknaan Masyarakat Non-Muslim di Banda Aceh Terhadap Pemberitaan Qanun Jinayah (Hukum Pidana Islam) di Harian Serambi Indonesia Abstrak Penelitian ini dilakukan untuk menggali lebih dalam mengenai pemaknaan yang dilakukan oleh khalayak non-Muslim di Banda Aceh terhadap teks berita Qanun Jinayah di Harian Serambi Indonesia yang merupakan perda syariah Aceh dan diberlakukan pula terhadap non-Muslim di Aceh. Pemberitaan sepanjang tahun 2013 hingga 2014 hanya menggambarkan dari sudut pandang Pemerintah Aceh yang mengatakan bahwa pemberlakuan qanun tersebut terhadap non-Muslim tidak akan mengganggu kehidupan antar beragama di Aceh, sementara pandangan dari non-Muslim itu sendiri tidak pernah dilibatkan oleh Serambi Indonesia. Penelitian ini menggunakan paradigma kritis dan metode analisis resepsi (Reception Analysis). Metode analisis resepsi adalah komparasi antara wacana media dan wacana khalayak terhadap teks media. Penelitian ini menggunakan beberapa teori; Pertama, Encoding dan Decoding (Stuart Hall) yang menjelaskan mengenai bagaimana makna diciptakan oleh media dan bagaimana makna tersebut dimaknai oleh khalayak media. Kedua, Power Relations (Michel Foucault) yang menjelaskan bahwa media dan khalayak sama-sama memiliki kekuasaan yang setara, dan keduanya saling berinteraksi. Ketiga, Muted Group Theory (Edwin & Shirley Arderner) yang membantu menjelaskan mengenai produk teks yang dibuat berdasarkan sudut pandang kelompok mayoritas dan membungkam kelompok minoritas. Hasil yang didapatkan dari sisi wacana media adalah bahwa makna dominan (preferred reading) yang dihasilkan Serambi Indonesia keseluruhannya berasal dari sudut pandang pemerintah dan pihak-pihak pro yang mengutamakan kepentingan masyarakat mayoritas dengan membungkam suara dari masyarakat non-Muslim di Aceh. Kemudian dari sisi wacana non-Muslim selaku khalayak, didapatkan hasil bahwa tiga dari enam informan yang dilibatkan (informan beragama Hindu, Buddha dan Protestan) berada di posisi pemaknaan dominant reading dan negotiated reading yang cenderung memiliki pemaknaan yang sama dengan wacana yang ada di Serambi Indonesia. Sementara itu, tiga informan lainnya (informan beragama Hindu, Protestan dan Katholik) yang berada di posisi pemaknaan oppositional reading memaknai bahwa banyak teks Serambi Indonesia terkait Qanun Jinayah melemahkan kepentingan masyarakat non- Muslim di Aceh, padahal mereka juga bagian dari Aceh itu sendiri. Keywords: Berita, Non-Muslim, Syariat Islam Non-Muslims society’s perception in Banda Aceh on Qanun Jinayah (Islamic Criminal Law) reporting in Harian Serambi Indonesia Abstract This research was conducted to look into the perception of non-muslims audience in Banda Aceh on the text news about Qanun Jinayah in Harian Serambi Indonesia as a sharia local regulations which is also imposed to non-muslims in Aceh. The reporting during the year 2013 to 2014 only showed the viewpoint of Aceh’s Government who said that the qanun enforcement against non-Muslims will not interfere the inter-religious life in Aceh, while the views of non-Muslims themselves were never covered by Serambi Indonesia This study used critical paradigm and Reception Analysis method. Reception analysis method is a comparative study between media discourse and public discourse on media texts. This study used several theories; First, Encoding and Decoding (Stuart Hall) that describe how meaning is created by the media and how that meaning is interpreted by media audiences. Second, Power Relations (Michel Foucault) which explains that both of the media and the public have equal powers, and the two interact with each other. Third, Muted Group Theory (Edwin & Shirley Arderner) that helps to explain the text products made from the viewpoint of the majority and silence the minority groups. The results obtained from the media discourse were, the meaning of the dominant (preferred reading) produced by Serambi Indonesia comes entirely from the viewpoint of the government and the pro in the public interest by silencing the voice of the majority of non-Muslim communities in Aceh. From the side of the non-Muslim discourse as audiences, it showed that three of the six informants who were involved in this research (Hindu, Buddhist and Protestant) were in the position of the dominant meaning of reading and negotiated reading that tend to have the same perception to the discourse carried by Serambi Indonesia. Meanwhile, three other informants (Hindu, Protestant and Catholic) who were in a position to interpret the meaning of oppositional reading against Serambi Indonesia believe that there are many texts related to Qanun Jinayah weaken the interests of non-Muslim communities in Aceh, whereas they are also a part of Aceh itself.
