Abstract
ABSTRACT Water distribution system is made to meet the need of water in a city or community. In Semarang municipality, the management of water service is carried out by “Perusahaan Daerah Air Minum (PDAM) Kota Semarang”. From the previous surveys at several locations in Semarang city, it was found that the service of PDAM is still not satisfactory. This condition is observed from the inadequate flow, less pressure, dscontinuous flow, and poor quality of water. In Pesaten-Rejomulyo, one of villages served by PDAM Kota Semarang is also experiencing the same problem. The aim of this study is to evaluate the performance of water distribution service carried out by PDAM Kota Semarang in the location of the study by analyzing water distribution ability in providing the minimum services such as water discharge, water pressure, flow continuity, and the quality of water. The analysis method used is using performance measure of reliability, resiliency, and vulnerability. Whereas water pressure, flow continuity, and water quality result from the survey are determined as minimum standard. Flow gained from water meter records and water pressure measurements was compared to the result of theoretical analysis abtained from Waterworks program as the control. Based on the result of water meter record, it was found that the reliability level was about 40%, where the system was in failed condition continuosly for four months, the failure level varies ranging from 5,04% to 58,48% deficit, where as the lowest pressure was 0.06 m and the highest was 2.20 m. The flow continuity was not working for 24 hours a day, whereas the quality of water for customers, according to the result of laboratory test in rainy season the turbidity and Mangan (Mn) was not reliable, in which the turbidity was between 80 to 295 NTU scale, and for Mangan (Mn) was 0.62 to 0.66 mg per liter. The water quality in Kali Garang installation in dry and rainy season, the turbidity was not reliable since in dry season the turbidity was between 210 to 310 NTU scale. Meanwhile, the turbidity occurred in rainy season was between 82 to 132 NTU scale. The ratio of the volume of flow resulted from water meter records compared to theoretical analysis ranges about +61% - 39% less from the result of theoretical analysis with the difference was not very significant. The correlation coefficient was 0.4326 which is bit low interpretation. The ratio of water pressure resulting from measurement compared to theoretical analysis was high enough. All of results were still less than the result of theoretical analysis. From this study, it can be concluded that the service of water distribution of PDAM in Pesaten – Rejomulyo, Semarang within the period of this study was still not satisfactory.
