Abstract
ABSTRACT The aim of the research is to know the capability of community to pay the city transport cost in Kudus Regency, by using ATP (Affordability to pay) and WTP (Willingness to pay). The analysis is also VOC (Vehicle Operating Cost), Load factor and the city carried performance degree. Based on the analysis of ATP, the average is 18.71 % from the family income every month. City transport cost the ATP average of community in Kudus Regency is Rp. 924,- perpassenger-pertrip. The community to pay the rate or higher is 48 %. Based of WTP analysis, who capable can be know that WTP average of the city carried cost is Rp. 803,- perpassenger-pertrip. The community percentage that willing to pay equal or more than average cost is 36%. Average of VOC is Rp. 969, passenger trip in load factor condition the standard average is 89 %, the average of load factor in research is 57 % and the average load factor break-even point is 51 %. The government as a regulator function and facilitator tried to ofter the following alternative solutions to : 1. reduce of the cost to Rp. 1.000,- perpassenger-pertrip (VOC+10%) (this is still use higher than ATP and WTP) 2. increase VOC, so the cost is the fixed onRp. 1000,- perpassenger-pertrip (This is still higher than ATP and WTP) 3. reduce cost based on load factor break-even point, so the cost is Rp. 800,- perpassenger-pertrip (operator will be miss out karena price,VOC) 4. subsidy the operator of Rp. 200,- perpassenger-pertrip if the is Rp. 800,- perpassenger-pertrip. 5. rationalization of total armada from1,079 armadas to 685 armada so the cost is Rp.800,- perpassenger-pertrip. The result of this study is the policy of assignation of the city transport cost beside the computation VOC to accomode the city tranport operator need. It is also needed to accomodation the user demand through the analysis ATP and WTP and considering the degree of the service quality and quantity.
