Faktor-Faktor yang Berpengaruh terhadap Implementasi Program Pelayanan Kesehatan Peduli Remaja (PKPR) di Usaha Kesehatan Sekolah (UKS) oleh Petugas Puskesmas di Kabupaten Sidoarjo

Abstract

Universitas Diponegoro Fakultas Kesehatan Masyarakat Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Kesehatan Ibu dan Anak 2014 ABSTRAK Cholifah Faktor-Faktor yang Berpengaruh terhadap Implementasi Program Pelayanan Kesehatan Peduli Remaja (PKPR) di Usaha Kesehatan Sekolah (UKS) oleh Petugas Puskesmas di Kabupaten Sidoarjo xvii + 116 halaman + 22 tabel + 5 gambar + 22 lampiran PKPR adalah pelayanan kesehatan yang ditujukan kepada remaja. Hasil evaluasi tahun 2011 jumlah remaja yang mendapatkan pelayanan kesehatan hanya sebesar 20.69 % dari target 80 %. Tujuan penelitian untuk menganalisis faktor-faktor apakah yang berpengaruh terhadap implementasi program PKPR di UKS oleh Petugas Puskesmas di Kabupaten Sidoarjo. Metode penelitian analitik dengan pendekatan cross sectional. Instrument penelitian menggunakan kuesioner. Jumlah sampel sebanyak 26 petugas pelaksana program PKPR.. Analisis univariat dengan distribusi frekuensi, analisis bivariate menggunakan product moment dan spearmen’s rho dan analisis multivariat dengan uji regresi linier berganda. Hasil penelitian 50 % baik adalah implementasi, komunikasi dan sumberdaya, sedangkan untuk mayoritas baik adalah disposisi (57.7 %) dan struktur birokrasi (53.8 %). Secara bivariate variabel berhubungan dengan implementasi program PKPR komunikasi, sumberdaya, dan struktur birokrasi dimana (p < 0.05) sedangkan disposisi (p value = 0,705). Variabel yang perpengaruh secara bersama¬-sama adalah sumberdaya dan struktur birokrasi yaitu sebesar (62 %). Untuk meningkatkan implementasi program PKPR disarankan memberikan pelatihan terhadap remaja, melakukan evaluasi serta melakukan pembahasan tentang hasil evaluasi, dan menambah tenaga pelaksana, menyediakan sarana prasarana dan SOP untuk pelaksanaan program PKPR di UKS. The result of evaluation in 2011, coverage of health services for adolescents was 20.69% of the target (80%). This research aimed to analyze factors influencing the implementation of the PKPR program at School Health Unit (SHU) by health workers in District of Sidoarjo. This was analytical research with cross-sectional approach. Research instrument used a questionnaire. Number of samples were 26 implementer officers of the PKPR program. Furthermore, Data were analysed using bivariate analyses consisted of Pearson Product Moment test for data with normal distribution and Spearman’s Rank test for data with abnormal distribution and multivariate analyses (Linear Regression test). The result of this research showed that fifty percent of the respondents had good implementation, good communication, and good resources. In addition, most of them had good disposition (57.7%) and good bureaucratic structure (53.8%). Factors of communication, resources, and bureaucratic structure had significant relationship with the implementation of the PKPR program (p<0.05). In contrast, factor of disposition was not significant (p=0.705). Furthermore, based on linear regression test, the factor of resources and bureaucratic structure jointly influenced the implementation of the PKPR program (62%). To improve the implementation of the program, some efforts needed to do are: to provide training for adolescents, to evaluate and to discuss a result of evaluation, to recruit implementer officers, to provide means and Standard Operating Procedure (SOP) to implement the PKPR program at SHU.
