Abstract

ABSTRACT Public transport as a part of urban transport system takes an important and strategic role, in urban growth and development. Therefore, it’s necessary to have reliable public transport system, which could deal with people mobility at Purwokerto City. The problem must be cope with how public transport service that receive by user plenty and enough to cover their need shome how, and the other side service provider did not going busted. According to the problem above and examine three public transport routes at Purwokerto City that are: F1 route (Patikraja-Kebondalem), F2 route (Sokaraja-Kebondalem), K route (Karanglewas-Kebondalem), with performing examination toward public transport service level to user and than investigating vechile operation cost and income received by the driver. Would gained an appraisal on urban public transport service level and a review about route financial appropriateness. The research conducted using purpose sampling method, which included : statistics survey, on bus survey, interviewing driver and vehicle operating cost survey. The study concluded that: (1) Invistation suitability study on exammined route giving value, it means give good profitability to public transport provider. The value shows NPV > 0 (K:1.243.279,F2:16.262.018), BCR>1 (K:1,06, F2:1.81), IRR > social discount rate (18%)(K:0,28, F2:0.19), for route F1 NPV<0 (- 17.508.035), BCR <1 ( 0,08) and IRR < social discount rate (18%)( 0,12); (2) Income level study shows operator income variaton that are F1 route : Rp. 15.160,00/day ,F2 route Rp. 61.662,00/day, K route ; Rp.24.261,00/da; (2) Entire performance public transport service and investation suitability study is good, this judgement suitable with criteria of Transportation Departement . howefer this study just limited on user and provider side, while there is no distinct standard on public transport operator for take home pay. There ore income suitability stabdard on another route shauld be different. Those condition obviously need improvement, especially for income leve in order to proper income or approximately 30.000,00/day. Then required solution that proposed are manifest in fleet transverse reduction and addition on several good raoute or obtaining larger income than 30.000/day on worse route with income lesser than 30.000/day, through fleet quantity redistribution on each route.
