Abstract

Universitas Diponegoro Program Pascasarjana Program Magister IlmuKesehatan Masyarakat Konsentrasi Administrasi dan Kesehatan Masyarakat Manajemen Kesehatan Ibu dan Anak 2014 ABSTRAK Kenik Sri Wahyuni Analisis Faktor-faktor yang Mempengaruhi Implementasi Pelayanan Program KB Pasca Persalinan Jampersal Oleh Bidan Praktik Mandiri (BPM) di Kabupaten Sleman Yogyakarta 98Halaman + 22Tabel + 2 Gambar + 16Lampiran Upaya pemerintah untuk menurunkan AKI dan AKB di Indonesia serta menekan laju pertumbuhan penduduk, antara lain dilakukan dengan program Jampersal yang di dalam program Jampersal mewajibkan semua pesertanya menggunakan KB dengan MKJP. Di Kabupaten Sleman kepesertaan KB pasca persalinan Jampersal hanya mencapai 11.08 % dari target 70 % dengan rincian 345 orang (7, 33%) yang menggunakan MKJP. Diantara jumlah tersebut hampir 70 % merupakan klaim dari BPM Penelitian ini bertujuan untuk menganalisis faktor-faktor yang berhubungan dengan implementasi program KB pasca persalinan Jampersal oleh BPM di Kabupaten Sleman. Penelitian dilakukan secara kuantitatif dengan pendekatan crossectional. Pengumpulan data menggunakan observasi dan wawancara dengan kuesioner terstruktur. Populasi penelitian sebanyak 89 BPM, dengan jumlah subjek 48, yang dipilih secara Clustered Proportional Random Sampling. Analisis menggunakan uji korelasiPearson Product Moment dan Regresi Logistik Berganda. Hasil penelitian menunjukkan bahwa cakupan program KB Jampersal hanya dicapai50 % dari responden. Sebagian besar bidan (54,2 %) masih kurang dalam hal komunikasi tentang program KB pasca persalinan Jampersal. Dana yang tersedia dirasakan kurang oleh sebagian besar (52,1 %) bidan. Disposisi dalam pelayanan menunjukkan hasil sebagian besar (54,16%) masih kurang baik. Struktur birokrasi sebagian besar 60,4 % bidan termasuk kurang baik. Ada hubungan komunikasi (p=0,001), Sumber daya (p=0,001), Struktur Birokrasi (p=0,001) ,disposisi (p=0,009) dengan implementasi program KB pasca persalinan Jampersal. Faktor yang paling kuat pengaruhnya dengan cakupan program KB pasca persalinan Jampersal adalah Sumberdaya (p=0,001). Implementasi Program KB Pasca persalinan Jampersal masih rendah. Hal ini berhubungan dengan komunikasi, sumber daya, struktur birokrasi dan disposisi. Komunikasi merupakan faktor yang berpengaruh paling kuat dengan implementasi pelayanan KB pasca persalinan Jampersal. Labor Warranty Program requires the participants to use LTM family planning. In Sleman District, membership of Labor Warranty post partum family planning service only reach 11,08% of the target (which is 70%), where 345 people using LTM (7,33%). Nearly 70% of that number was Independent Midwives Practice claims. Objectives of this study was to analyze factors associated with labor warranty post partum family planning program implementation by Independent Midwives Practice in Sleman District. This study was quantitative research conducted with cross-sectional approach. Data was collected using observation and interview with a structured questionnaire. Population of the study was 89 Independent Midwives Practice, the number of subject was 48 chosen using cluster random sampling. Data was analyzed using Pearson Product Moment Correlation and Multiple Logistic Regression. Results showed that the coverage of Labor Warranty family planning program only reach 50% of respondents. Most of the midwives (54,2%) showed lack of communication about Labor Warranty post partum family planning. Majority of the midwives (52,1%) perceived lack of fund available. Disposition in the service showed majority of the result was still not good (54,16%). Bureaucratic structure of most of the midwives (60,4%) was not so good. There was relationship between communication (p=0,001), resources (p=0,001), bureaucratic structure (p=0,001), disposition (p=0,009) and implementation of Labor Warranty post partum family planning. Communication was the most powerful factor affecting implementation of Labor Warranty post partum family planning (p=0,001). Implementation of Labor Warranty post partum family planning was still low. It was associated with communication, resources, bureaucratic structure and disposition. Communication was the most strong factor affecting implementation of Labor Warranty post partum family planning.
