Taufiq Hidayatullah Analisis Penerapan Sistem Informasi Manajemen Rumah Sakit (SIMRS) Instalasi Radiologi Menggunakan Metode PRISM di Rumah Sakit Umum Daerah Tugurejo Semarang xii + 120 halaman + 13 tabel + 6 gambar + 14 lampiran Rumah Sakit Umum Daerah (RSUD) Tugurejo Semarang sudah menerapkan sistem informasi manajemen rumah sakit (SIMRS) instalasi radiologi sejak tahun 2003. Namun masih ada masalah seperti waktu tunggu pasien lama (5-15 menit), beban kerja petugas bertambah dan waktu kerja petugas juga bertambah serta informasi yang dibutuhkan manajemen tidak selalu tersedia pada saat dibutuhkan. Pada Bussines Plan RSUD Tugurejo akan mengembangkan SIMRS instalasi radiologi mulai tahun 2013 sampai 2016, akan tetapi SIMRS instalasi yang diterapkan saat ini belum pernah di evaluasi. Tujuan penelitian ini adalah untuk melakukan evaluasi SIMRS instalasi radiologi sebagai langkah awal untuk mengembangkan SIMRS instalasi radiologi. Penelitian ini adalah penelitian deskriptif menggunakan metode kualitatif yaitu untuk menggali secara mendalam mengenai penerapan SIMRS instalasi radiologi dan memperoleh gambaran komprehensif mengenai penerapan SIMRS instalasi radiologi dilihat dari faktor teknis, organisasi dan perilaku, pengolahan data serta kualitas informasi. Hasil penelitian menunjukkan bahwa secara keseluruhan SIMRS instalasi radiologi sudah sesuai artinya SIMRS instalasi radiologi sudah terintegrasi dengan beberapa unit di RSUD Tugurejo. Namun prosedur manual belum tersedia, desain SIM sudah mudah dipahami dan mudah digunakan namun belum sampai pada format laporan, kompleksitas TI sudah lengkap namun sering terjadi permasalahan seperti komputer sering erorr dan lambat, perecanaan sudah dilakukan, pelatihan hanya beberapa orang saja yang pernah mengikuti, supervisi dilakukan pada saat terjadi permasalahan SIM, petugas instalasi radiologi tidak bisa menyelesaikan permasalahan SIM, petugas sangat termotivasi menggunakan SIM, pengolahan data masih ada yang dilakukan secara manual, informasi yang dibutuhkan belum lengkap pada SIM, informasi belum berkualitas karena masih dibuat secara manual. Saran untuk manajemen agar membuat prosedur manual, membuat desain SIM sampai pada format laporan, meningkatkan pelatihan dan supervisi. Mengembangkan SIM supaya pengolahan data tidak dilakukan secara manual dan supaya kualitas informasi menjadi lebih meningkat. However, there are any some problems such as long waiting time for patients (5-15 minutes), increase of employees’ workload, increase of employees’ work time, and unavailable information needed. According to Business Plan of the hospital, HMIS of Radiology Installation would be developed from the period of 2013 to 2016. Unfortunately, the current HMIS at the installation had never been evaluated. This research aimed to evaluate the current HMIS of radiology installation as the first step to develop it. This was descriptive research using a qualitative method to investigate the implementation of the current HMIS at the radiology installation and to comprehensively describe the system viewed from factors of technique, organization, behaviour, data processing, and information quality. The result of this research revealed that overall; the current system had been integrated with other units at the hospital. However, a manual procedure was not available. In addition, design of MIS was easy to understand and easy to use but a form of a report had not been created. Complexity of Information Technology was good but some problems such as an error computer and slow loading often happened. There were only some officers who ever followed training. Officer in charge at the installation could not solve the problems. The officers had high motivation to use MIS. Some data were processed manually. The needed information was not complete in the system. The quality of resulted information was low because the data was processed manually. The hospital managers need to create a manual procedure, design of MIS, and a form of a report. They also need to conduct training and supervise. In addition, MIS needs to be developed to improve data processing and resulted information.
