ANALISIS FAKTOR-FAKTOR YANG MEMPENGARUHI PENGEMBANGAN AGRIBISNIS HUTAN RAKYAT DI KECAMATAN KANDANGAN KABUPATEN TEMANGGUNG

Abstract

Tujuan penelitian adalah untuk : 1) mengkaji dan menganalisis faktor-faktor yang berpengaruh terhadap keberhasilan hutan rakyat; 2) menganalisis faktor yang paling berpengaruh terhadap keberhasilan hutan rakyat; 3) menganalisis usaha pengembangan hutan rakyat dengan jenis tanaman dominan; dan 4) menyusun alternatif pengembangan agribisnis hutan rakyat di Kecamatan Kandangan. Metode penelitian adalah metode survai dan penentuan sampel dengan teknik purposive random sampling. Data dikumpulkan dengan metode wawancara dan pencatatan data primer serta pengamatan lapangan, yang dilakukan pada bulan April-Juli 2012. Data diproses dengan menyusun dan mengklasifikasikannya, selanjutnya dilakukan analisis data. Analisis data dilakukan secara deskriptif : 1). kuantitatif dengan analisis ekonometrik; 2). kualitatif dengan analisis SWOT dan interpretasi hasil analisis data dengan mendasarkan pada teori-teori maupun hasil penelitian yang telah ada. Hasil penelitian menunjukkan : 1) faktor-faktor yang berpengaruh dalam pengembangan hutan rakyat meliputi : luas lahan, potensi hutan rakyat, praktek silvikultur, kelembagan kelompok tani dan jaminan pasar/ketersediaan industri; 2) yang berpengaruh paling kuat adalah jaminan pasar/ketersediaan industri pengolah hasil hutan; 3) pengembangan hutan rakyat tanaman sengon yang dikelola secara intensif bersifat prospektif : a) dapat mengembalikan modal selama 1 tahun 8 bulan, b) dapat menghasilkan keuntungan 566% dari total biaya yang dikeluarkan dalam kurun waktu 6 tahun, dan c) dapat menghasilkan pendapatan 6,66 kali lebih besar dari biaya yang dikeluarkan dalam kurun waktu 6 tahun; 4) hasil analisis SWOT diperoleh koordinat (0,39:0,57) kuadran I yang berarti pilihannya adalah strategi agresif, yang berarti pengembangan hutan rakyat memiliki peluang yang sangat baik dalam rangka meningkatkan pendapatan masyarakat. Kata Kunci : Hutan Rakyat, Pendapatan Masyarakat The research were aimed to : 1) review and analyze the factors that influence the success of private forests, 2) analyze the factors that most influence on the success of private forests, 3) analyze the development efforts of private forests by dominant species, and 4) develop an alternative development agribusiness private forests in Kandangan District. The research method was survey with technique of purposive random sampling. Data were collected by observation method, interview and record-keeping of primary data and also the field observation. The research was carried from April until July 2012. Data processed by compiling, classifying and analizying. Analysis of data was carried out descriptive : 1) econometrics quantitative analysis, 2) SWOT qualitative analysis and interpreting the result of data by relying on theories and the previous research results. Results of the research showed that : 1) the factors that influence the development of private forests include: land area, the potential for private forests, silvicultural practices, institutional and guarantee farmers market/availability of the industry, 2) the most powerful influence is the security market/availability of processing industry forest products, 3) development of private forests of intensively managed sengon are prospective : a) to return the capital for 1 year 8 months, b) can make a profit 566 % of the total costs incurred within a period of 6 years, and c ) can generate income 6.66 times greater than the costs incurred within a period of 6 years, 3) the results of SWOT analysis obtained coordinates (0,39:0,57) quadrant I, which means the choice is an aggressive strategy, which means the development of private forests have an excellent opportunity to increase incomes.
