Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis manajemen pembinaan kemampuan profesional guru dan menganalisis faktor-faktor yang memiliki kontribusi terhadap pembinaan kemampuan profesional guru di R SMA BI Negeri 1 Demak. Penelitian ini dilatarbelakangi oleh tuntutan profesionalisme yang tinggi bagi guru, sehingga perlu adanya pembinaan. Dalam penelitian ini digunakan metode penelitian deskriptif dengan pendekatan naturalistik kualitatif. Hasil Penelitian bahwa dasar perencanaan pembinaan adalah Rencana Kerja Sekolah, Rencana Anggaran Pendapatan dan Belanja Sekolah, peningkatan kompetensi dasar guru dan regulasi RSBI. Identifikasi awal perencanaan adalah tuntutan profesional guru, tingkat kemampuan awal guru dan tingkat kemampuan sumber daya sekolah. Aspek penting dalam manajemen pembinaan adalah tujuan pembinaan, kondisi awal, kebutuhan guru, kemampuan SDM dan partisipasi stakeholders sekolah. Sasaran dan hasil pembinaan adalah menguasai kompetensi dasar guru dalam Standar Nasional Pendidikan RSBI. Strategi pembinaan adalah meyakinkan guru tentang pentingnya pembinaan, materi sesuai kebutuhan, narasumber kompeten, penentuan waktu yang tepat, pemberian tugas dan adanya teamwork. Alternatif dan penetapan pembinaan adalah berupa pelatihan-pelatihan. Dalam pengorganisasian kegiatan, pembagian kerja melibatkan personil di bawah tupoksi yang dimiliki atau sesuai dengan job discription masing-masing. Hasil penelitian pembinaan kemampuan profesional guru lebih terfokus pada mata pelajaran sains (kimia, biologi, matematika, fisika, bahasa Inggris, ekonomi, geografi dan sosiologi). Pelaksanaan pembinaan berjalan sesuai perencanaan, dari segi kuantitas pembinaan sudah tercapai tetapi dari segi kualitas belum terpenuhi semuanya. Secara keseluruhan pembinaan kemampuan profesional guru di R SMA BI Negeri 1 Demak cukup berhasil walaupun masih ada beberapa kekurangan-kekurangan, keberhasilan tersebut terlihat dari meningkatnya beberapa indikator-indikator seperti meningkatnya kualifikasi guru minimal S1, motivasi kerja, kinerja guru untuk kemajuan mutu pendidikan di sekolah dan meningkatnya kemauan untuk melakukan studi lanjut. Kekurangan dalam pembinaan adalah tidak ada implementasi yang berkelanjutan, kurangnya motivasi, waktu yang berubah-ubah, dan sasaran serta tujuan yang belum tercapai sepenuhnya. Faktor yang berkontribusi terhadap pembinaan aspek motivasi dan partisipasi guru, perencanaan dan pengorganisasian, ketercukupan dana, dan regulasi pemerintah. Kata Kunci: Perencanaan, Pengorganisasian, Pelaksanaan, Pengawasan. The research aims to describe and analyze the guidance management of the teachers’ professional ability and to analyze the factors contributing to the guidance management of the teachers’ professional ability at the State Senior High School 1 Demak. The background of the research is motivated by the high demand of teachers’ professionalism so the guidance is very needed. The reasearch uses descriptive method with Qualituve Naturalistic Approach. The result of the research showed that the basic of guidance planning is School Planning Program, School Budget, the increasing of teacher basic competence and RSBI regulation. The Prior Identification Planning is the demand of professional teacher, teachers’ prior ability level, and school resource ability level. The important aspects in guidance management are the objective guidance, prior condition, teachers’ need, human resources, and the participation of the stakeholders. The targets and objectives of founding are mastering teachers’ basic competences which are available in the RSBI national standard indicators. The guidance strategies are convincing teachers about the importance of guidance, the material which meet the needs, competent spokesperson, exact time determination, assigning, and the availability of teamwork. The alternative and determining guidance consists of many kinds of workshop. In organizing activities, the job distributions involved all the members under the job description and match with their job description. The implementation has worked as it was planned, but it doesn’t meet the qualification required. Apparently, the founding of professional teacher ability is focused more on science subjects (Mathematics, Biology, Physics, Chemistry, English, Economics, Geography, and Sociology). Overall, the capability of teachers’ professionalism guidances at State Senior High School 1 Demak are quite successful although there are still some weaknesses. The successfulness can be seen from the increasing indicator such as the improving teachers’ qualification at least S1 graduate, job motivation, teachers’ performance for the development of education quality at school and the increasing willing to continue further studies. In terms of weaknesses, they are unsustainable implementation, the lack of motivation, the changing time, and unfulfilled objectives the obstacle are faced is the lockness of motivation from the members and committee, the limited time, the insufficient grant, and the difficulty to get spokesperson. The factors that contribute the guidance and or workshop are motivation aspects and teacher participation, planning and organizing, the sufficient grant, and government regulation.
