Abstract

Analisis terhadap kinerja Kepala SD sampai saat ini menjadi sangat penting karena memiliki nilai yang amat strategis. Kepala SD merupakan ujung tombak pengelolaan pendidikan di satuan pendidikan. Kepala sekolah merupakan faktor esensial untuk kemajuan sekolah dan sekaligus dipandang sebagai orang yang bertanggungjawab bagi kemajuan sekolah. Hal ini karena sekolah merupakan unit kerja terdepan yang langsung berhubungan dengan kebutuhan riil di bidang pendidikan. Analisis kinerja ini meliputi kualitas kinerja yang dilihat dari kompetensi, motivasi, pendidikan dan pelatihan kepala SD. Faktor kinerja yang penulis analisis juga adalah kepemimpinan kepala SD dan faktor kerja sama. Tesis ini berjudul Analisis Kinerja Kepala Sekolah Dasar di Kecamatan Kaliori Kabupaten Rembang. Tujuan dari penelitian ini adalah untuk mengetahui dan mendeskripsikan kinerja Kepala SD di Kecamatan Kaliori serta faktor-faktor kinerja tersebut yaitu kompetensi, motivasi, pendidikan dan latihan, kepemimpinan, dan kerja sama kepala SD. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder, yang diperoleh dari UPT Dinas Pendidikan Kecamatan Kaliori Kabupaten Rembang. Data dianalisis dengan metode kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa kualitas kinerja Kepala SD di Kecamatan Kaliori baik. Kualitas kinerja ini dapat dilihat dari kompetensi kepala SD yang memadai untuk melaksanakan tugas pokok dan fungsinya, memiliki motivasi yang tinggi untuk mencapai keberhasilan program sekolah. Kualitas yang baik juga nampak pada frekuensi yang tinggi untuk mengikuti pendidikan dan pelatihan fungsional dalam rangka memperkaya pengetahuan dan keterampilan manajemen kepala sekolah untuk mengelola sekolahnya. Sedangkan dari faktor kepemimpinan, kepala SD menunjukkan kepemimpinan yang baik dalam mengelola sekolah yang mampu menciptakan iklim kerja yang kondusif dan membuka peluang kerja sama yang harmonis dengan warga sekolah dan masyarakat luas, sehingga sekolah mendapat kepercayaan dan dukungan posif dari masyarakat untuk mengelola pendidikan. An analysis on working performance of Elementary School Principals nowadays had become very important because it had a very strategic value. Elementary School Principals were the focal point of the educational management in the education unit. School Principals were essential factors of the school progress as well as considered as the ones who charged for the school development. It was because a school was the front working unit which was directly related with the real needs in educational sector. This working analysis covered the working quality which was seen from the school principals’ competence, motivation, training and education. The other factors affecting the principals’ working which the writer analyzed here were the Elementary School Principals’ leadership and the cooperation factor. The thesis entitled An Analysis on Working Performance of Elementary School Principals in Kaliory District, Rembang Regency. The objectives of the research were to identify and to describe the working performance of Elementary School Principals in Kaliori District as well as the factors affecting it, they are to identify the Elementary School Principals’ competence, motivation, training and education, and cooperation. The data used in the research were primary and secondary ones, from the Technical Operating Unit of the Education Department in Kaliori District, Rembang Regency. Then the data was analyzed using the descriptive qualitative method. The result of the research showed that the working performance of the Elementary School Principals in Kaliori District was good. The quality of the working could be seen from their good competence to manage their main duties and functions. Besides that, they also had a high motivation to accomplish the success of the schools’ programs. The good quality could also be seen from the high frequency to follow the functional training and education in order to develop their skill and knowledge on principals’ management. While from the leadership factor, the Elementary School Principals showed good leadership in managing their schools so that they can create such comfortable working condition and open an opportunity for cooperation with the school people and the society. This could lead to a positive support of the society to manage the education.
