Evaluasi Kesiapan Pelaksanaan Sistem Informasi Kesehatan Daerah (SIKDA) Generik di Puskesmas Percontohan dan Dinas Kesehatan Kabupaten Brebes Tahun 2013

Universitas Diponegoro Fakultas Kesehatan Masyarakat Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Administrasi dan Kebijakan Kesehatan 2013 ABSTRAK Neny Diana Evaluasi Kesiapan Pelaksanaan Sistem Informasi Kesehatan Daerah (SIKDA) Generik di Puskesmas Percontohan dan Dinas Kesehatan Kabupaten Brebes Tahun 2013 xvii + 130 halaman + 21 tabel + 3 gambar + 20 lampiran Sistem Informasi Kesehatan Daerah (SIKDA) Generik baik di tingkat puskesmas maupun di DKK sangat diperlukan dalam peningkatan efektivitas dan efesiensi pelayanan kesehatan. Pada awal tahun 2013 Puskesmas dan DKK Brebes belum dapat melaksanakan SIKDA Generik. Penelitian ini bertujuan menjelaskan kesiapan pelaksanaan SIKDA Generik di puskesmas percontohan dan Dinas Kesehatan Kabupaten (DKK) Brebes ditinjau dari aspek SDM, sarana prasarana dan anggaran. Jenis penelitian kualitatif dengan pengumpulan data melalui wawancara mendalam, observasi dan penyelenggaraan workshop. Data sekunder diperoleh dari berbagai laporan di Dinas Kesehatan Kabupaten Brebes. Informan Utama adalah Kepala DKK Brebes, Kepala Bidang Pengembangan Program dan Sumber Daya Kesehatan DKK Brebes serta tiga kepala puskesmas percontohan. Jumlah dan jenis SDM yang dibutuhkan oleh puskesmas percontohan adalah tenaga TI. Tenaga yang belum terpenuhi di DKK adalah teknisi jaringan dan hardware serta teknisi database. Dalam aspek sarana prasarana perangkat jaringan dan UPS di puskesmas belum lengkap, serta masih berlangsungnya rehabilitasi gedung puskesmas Bm dan Jb. Perangkat pendukung berupa pembangkit listrik cadangan belum dimanfaatkan untuk SIKDA Generik. Anggaran yang tersedia belum cukup untuk memenuhi kebutuhan pelaksanaan SIKDA Generik. Alternatif-alternatif upaya pemecahan kesenjangan dikelola dengan mengidentifikasi faktor penghambat dan faktor pendukung. Faktor pendukung relatif lebih banyak dibandingkan faktor penghambat, dengan demikian hambatan-hambatan tersebut dapat diatasi untuk pelaksanaan SIKDA Generik pada tahun 2013. Disarankan untuk pengusulan tenaga yang kompeten di bidang teknologi informasi. Pemenuhan sarana prasarana di puskesmas yang meliputi UPS dan bahan bakar pembangkit listrik cadangan. Kebutuhan anggaran diupayakan melalui APBD Perubahan tahun 2013. Kata Kunci : Evaluasi , SIKDA Generik, Puskesmas, Dinas Kesehatan. In the early 2013, Puskesmas and DKK Brebes had not implemented generic SIKDA. Objective of this study was to explain the readiness of generic SIKDA implementation in puskesmas model and in DKK Brebes viewed from human resource, facilities, and budget aspects. This was a qualitative study. Data were collected through in-depth interview, observation, and conducting workshop. Secondary data were obtained from Brebes district health office reports. Main informants were a head of DKK Brebes, a head of program development and health resources unit of DKK Brebes, and three heads of puskesmas model. The number and type of human resource needed by puskesmas model were TI workers. Brebes district health office still needed network, hardware, and database technicians. In the facility aspect, network and UPS in the puskesmas were not completed, building rehabilitation of puskesmas Bm and Jb was still in progress. Supporting devices, such as spare electric generator was not used for generic SIKDA. Available budget was not enough to cover generic SIKDA implementation cost. Alternative efforts for solving problems were conducted by identification of supporting and inhibiting factors. The number of supporting factors was relatively more than the number of the inhibiting factors. Therefore, problems in the implementation of generic SIKDA in 2013 could be resolved. Proposition of competent technicians in information technology is suggested. Fulfillment of facilities in the puskesmas, such as UPS and fuel for spare electric generators is needed.
