ABSTRACT Due to the improving law capacity and public administration,the structure of regulating public services will be a most important aspect which.s need to be studied more deeper and comrehensive. Most cases which.s found in the recent studies shows that public services regulations is just related to the meet the task and procedures. Most public services regulation is fragmented and split both locally and nationally.The most important finding show that the regulation has the different standard of concept and value.
