“LOCAL WISDOM” DALAM KONSTRUKSI HUKUM DAN KEBIJAKAN PELAYANAN PUBLIK DI INDONESIA

Abstract

ABSTRACT The good quality and appropriate public services have become public demands, together with the development of public awareness, which has been more democratic. The regulations of public services that are still spread in many regulations in sectors, have positioned the public services in Indonesia at the 'have not been manageable' condition. From the research conducted in three research regions, the writer found that there is a fact that there are state administration law regulating public services and various. Public Service Standards in relation with social conditions, culture and public needs in every different research region. State administration law of public services is executed based on the commitment of providers together with people in the model of participation. State administration law of public services is constructed by people and the providers of public services in the forum of participation and involvement of related parties. Based on the above-mentioned analysis, this research suggests that there is urgency in regulating public services policy with a regulation, which is responsive to regional people's demands. The law and policy construction composed constructively and more responsive, by inviting people's participations, are considered as important to be processed thoroughly, therefore, they will not be in form of central normative decision anymore, but they will be in form of service contract between the local government and local people.
