Abstract

The Health Center in District of Purworejo is the technical executor unit at the District Health Office, which belongs to the District Government and has a main task to conduct a minimal program as a basic six. Two among others are an eradication of communicable disease and a medication, which are done by all kinds of Health Centers. An Eradication Program of Communicable Disease with activities of epidemiology surveillance is a program to monitor a disease continually. Finally, an outbreak could be prevented. Monitoring of an outbreak of the diseases, which could be prevented by immunization, communicable diseases like Dengue Hemorrhagic Fever (DHF), Diarrhea, Acute Flaccid Paralysis, Acute Respiratory Tract Infection, Poisoning, and Disaster, is done by Head of the Health Center and the Health Center Epidemiology Team. A previous study showed that information system of outbreak monitoring had some barriers as follows: file of data was saved separately, processing of data was done both manual and using a computer. Data was difficult to be accessed and information was slow and incomplete. The aim of research was to develop a health information system based on a network with short message service to monitor an outbreak at the Health Center. Research design was Experiment using a qualitative method and System Development Life Cycle (SDLC). Data analysis was divided into two methods as follows: Content Analysis was used for indepth interview data and Descriptive Analysis was used for the result of the examining system. The instrument of analysis was the considered average. The subjects of this research were Head of the Health Center, the Officer of P2P Unit, the Officer of Registering Unit, the Officer of General Medication Unit, the Officer of Children and Mother Health Unit, the Officer of Health Center, the Officer of Village Polyclinic or the Midwife, and the Community. The object of this research was the management information system of an outbreak, which was being done to monitor an outbreak including a disaster at the Mranti Health Center in District of Purworejo. The results of this research are a management information system of an outbreak that comprises a plan of input, output, basis data, and interface. It is continued by the development of system. The weaknesses on the old system are slow, incomplete in giving the data and information. To overcome those weaknesses, the new system uses a computer and short message service. The result is the new system is better than the old system. The considered average for the new system is 1:22,21 and for test of the system completeness is 80% and 66,7%. The average speed is 11084 seconds and 499 seconds.
