Abstract
ABSTRAK Bus Rapid Transit (BRT) Trans Semarang yang awalnya bertujuan untuk mengantisipasi terjadinya kemacetan di Kota Semarang justru mengalami banyak permasalahan antara lain keluhan penumpang mengenai waktu tunggu bus yang lama, fasilitas bus dan shelter, serta masalah mengemudi. Ketidakpuasan penumpang tersebut berdampak pada rendahnya angka load factor yang secara tidak langsung juga berdampak pada kondisi finansial BRT Trans Semarang. Pada penelitian ini disusun beberapa skenario kebijakan pengembangan BRT Trans Semarang dengan menggunakan pendekatan sistem dinamis untuk mengetahui fitur-fitur apa saja yang harus dikembangkan agar memberi keuntungan tidak hanya dari segi finansial tapi juga non finansial antara lain skenario pengadaan feeder, skenario penambahan armada dan skenario pengadaan feeder dan penambahan armada. Berdasarkan hasil penelitian didapatkan kebijakan terbaik adalah dengan pengadaan feeder. Dengan kebijakan ini, load factor dapat mencapai target ≥ 70% pada bulan ke-15, tidak perlu ada subsidi dari pemerintah serta presentase perpindahan pengguna kendaraan pribadi mencapai 26%. ABSTRACT Bus Rapid Transit (BRT) Trans Semarang which was originally intended to anticipate the occurrence of congestion in Semarang city experienced a lot of problems such as passenger complaints about long waiting times buses, bus facilities and shelter, as well as the driving issue. The passenger dissatisfaction adversely affects the load factor rate, which indirectly also affects on the financial condition of BRT Trans Semarang. In this study developed several scenarios Trans Semarang BRT development policies using a dynamic systems approach to determine what features should be developed in order to provide benefits not only in financial terms but also non financial such as a supply feeder scenario, a addition fleet scenario, and a supply feeder and addition fleet scenario. Based on the results, the best policy is to supply feeder. With this policy, load factor can reach the target of ≥ 70% at month 15, there should be no subsidy from the government as well as private vehicle user switching percentage reached 26%.
