Abstract
Procurement of goods and services during the construction are conventionally done by the bidders conduct face to face with the auction committee. It is less efficient in terms of cost, time and can cause a variety of distortion. Based on that background, the government has currently implemented an electronic procurement of goods and services called E-Procurement. It is as a newly implemented system, E-Procurement still has shortcomings in its implementation. Among them is the lack of technology and more detailed regulations on setting up a digital signature that remains to be done face to face for the stage of the auction as proof of qualification, limited human resources, and the hardware and network infrastructure is not yet perfect. The aim of this study is to analyze the efficiency of the use of EProcurement system in the process of procurement of goods and services on government projects in terms of time, cost, availability of technical information and auction. The objectives of this study are to evaluate the efficiency of EProcurement system as a whole against conventional auctions, determine the efficiency of E-Procurement in terms of time, cost, availability of information, technical and auction, knowing the efficiency of E-Procurement by Auction Committee and Service Providers , know the advantages and disadvantages of EProcurement, E-Procurement for improvement in the future. This study uses a survey method approach by looking at the process of procurement of goods and services in three government agencies in Semarang and knowing how efficient the implementation of E-Procurement system compared with conventional systems. Data perceptions of the actors involved in the construction process of E-Procurement is obtained by using interviews and questionnaires for further processed to determine the increase in the mean of each variable question. The results of this study are expected to provide a real picture of the efficiency of E-Procurement system and the basis for the empirical evidence related to government policy procurement process government especially in the construction sector.
