Abstract

ABSTRACT Incidence on street parking cause poor condition on traffic, one of main street section in Yogyakarta City which part of body street used to park vehicle is Diponegoro Street. Vehicle maneuver to go out from parking require many time, what else it make maneuver turn direction so that cause delaying of other vehicle both for same direction and generate vehicle queue causing traffic jam. The purpose of this research to know level influence of activity on street parking with capacity of the street, influence of vehicle maneuver to traffic characteristic, and alternative solution to solving the problem of performance Diponegoro Street. Methodology Research covered intake field data use two Video Tape Recorder. Monday is representing workday and Sunday for representing time of the day. Data analysis cover calculation of volume, space mean speed, traffic density, street capacities analysis, Relation Variable Speed, Volume, and Density, determination of model used, calculation of volume, speed, and density with chosen model also Volume- Delay Function (VDF) and time value analysis. Diponegoro street capacity experiencing of degradation effected by existence of activity park. By MKJI (1997), with position park parallel of streets or west direction, its capacities from 2594 pcu/hour decrease become 2010 pcu/hour, with effective lane width 6 metres or 23% decreased. For west direction with vehicle position park angular shape 60º for East direction from capacities 2594 pcu/hour become 1869 pcu/hour, with effective lane witdh 8 metres or 28% decreased. By Underwood’s models, street capacity on week for west direction no maneuver equal to 1083,28 pcu/hour and on maneuver equal to 966,64 pcu/hour or 11% decreased, for east direction no maneuver equal to 1293,36 pcu/hour and on maneuver 987,30 pcu/hour or 24% decreased. Monday west direction no maneuver equal to 1634,50 pcu/hour and on maneuver equal to 1414,99 pcu/hour or 13% decreased, east direction no maneuver equal to 1540,43 pcu/hour and on maneuver 1255,42 pcu/hour or 19% decreased. Vehicle speed caused of existence park maneuver very slowly. Speed of vehicle on Sunday for west direction there is no maneuver 21,24 km/hour. When there is maneuver 16.34 km/hour or 23% decreased, for east direction there is no maneuver 18.37 km/hour and there is maneuver 14,62 km/hour or 20% decreased. While average speed on Monday at West direction there is no maneuver equal to 19.85 km/hour, there is maneuver 15,94 km/hour or 20% decreased, for East direction there is no maneuver 19.06 km/hour, there is maneuver 15,88 km/hour or 17% decreased. Analyze Volume-Delay Function indicate, that east direction with park angular shape 60° happened time of delay ± 31 second, west direction with position park parallel its time delay ± 10 second. Calculation of time value pursuant to difference of condition there no maneuver and there is maneuver park, Sunday for column west direction equal to Rp 13.861,00 for column east direction equal to Rp 50.418,00. While Monday for column west direction equal to Rp 25.451,00 for column east direction equal to Rp 85.546,00. Can be concluded, vehicle position park parallel with streets more beneficial than park angular shape 60°, and so the condition no vehicle maneuver park better than there is vehicle maneuver park.
