Abstract

Universitas Diponegoro Program Pascasarjana Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Administrasi dan Kebijakan Kesehatan Manajemen Kesehatan Ibu dan Anak 2013 ABSTRAK Kayati Analisis Implementasi Program KB Pasca Persalinan Jampersal oleh Bidan Desa di Kabupaten Pati 121 halaman + 27 tabel + 4 gambar + 10 lampiran Upaya pemerintah untuk menurunkan AKI dan AKB di Indonesia, antara lain dilakukan dengan program Jampersal. Semua peserta Jampersal wajib mengikuti KB dengan MKJP. Di Kabupaten Pati kepesertaan KB Jampersal hanya mencapai (52,9%) dari target 70%. Diantara jumlah tersebut hanya 133 orang (2,79%) yang menggunakan MKJP. Penelitian ini bertujuan menganalisis faktor-faktor yang berhubungan dengan implementasi program KB pasca persalinan Jampersal oleh Bidan Desa di Kabupaten Pati. Penelitian dilakukan secara kuantitatif dengan pendekatan cross sectional. Pengumpulan data menggunakan observasi dan wawancara dengan kuesioner terstruktur. Populasi penelitian 434 bidan desa, dengan jumlah subyek 82, yang dipilih secara Clustered Random Sampling pada tingkat puskesmas. Analisis data menggunakan uji korelasi Pearson Product Moment dan regresi liniear berganda. Hasil penelitian menunjukkan bahwa cakupan program KB Jampersal hanya dicapai (6,1%) dari responden. Sebagian besar bidan desa (64,6%) masih kurang berkomunikasi tentang program KB. Dana yang tersedia dirasakan kurang oleh 63,4% resonden. Tenaga yang tersedia dirasa kurang oleh 53,7% responden. Sarana yang tersedia dirasakan kurang pada 73,2% responden. Disposisi dalam pelayanan tergolong kurang pada 54,9% responden. Pelaksanaan struktur birokrasi tergolong kurang pada 58,5% responden. Ada hubungan komunikasi (p=0,001), dana (p=0,001), tenaga (0,002), sarana (0,003), disposisi (p=0,002), struktur birokrasi (0,001) dengan cakupan KB pasca persalinan Jampersal. Faktor yang paling kuat berhubungan dengan cakupan program KB pasca persalinan Jampersal adalah dana (p=0,001), dan komunikasi (p=0,001). Cakupan program KB pasca persalinan Jampersal masih rendah. Hal ini berhubungan dengan faktor komunikasi, sumber daya, disposisi dan struktur birokrasi. Dana dan komunikasi merupakan faktor yang berhubungan paling kuat dengan cakupan program KB Jampersal. All Jampersal participants were obligated to participate in family planning (KB) with MKJP. In Pati district, the coverage of KB Jampersal was only 52.9% of the target (70%). Among KB Jampersal participants, 133 (2.79%) people used MKJP. Objective of this study was to analyze factors related to the implementation of KB program post Jampersal delivery by village midwives in Pati district. This was a quantitative study with cross sectional approach. Data collection was done by conducting observation and interview using structured questionnaire. Study population was 434 village midwives. Study subjects were 82 village midwives who were selected using clustered random sampling method at primary healthcare center level. Data were analyzed by applying Pearson Product Moment correlation test and multiple linear regressions. Results of the study showed that KB Jampersal program coverage was attained by only 6.1% of respondents. Majority of village midwives (64.6%) had inadequate communication regarding KB program. Insufficient funding was experienced by 63.4% of respondents. Insufficient human resource was experienced by 53.7% of respondents. Inadequate facilities were experienced by 73.2% of respondents. Disposition in the service was still inadequate for 54.9 % of respondents. Inadequate implementation of bureaucracy structure was reported by 58.5% of respondents. There was an association between KB program post Jampersal delivery and communication (p= 0.001), funding (p= 0.001), human resource (p= 0.002), facility (p= 0.003), disposition (p= 0.002), bureaucracy structure (p= 0.001). The strongest factors related to the coverage of KB program post Jampersal delivery were funding (p= 0.001) and communication (p= 0.001). The KB program post Jampersal delivery coverage was still low. It was related to communication, human resource, disposition, and bureaucracy structure factors.
