Abstract

Universitas Diponegoro Fakultas Kesehatan Masyarakat Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Administrasi dan Kebijakan Kesehatan Minat Manajemen Kesehatan Ibu dan Anak 2013 ABSTRAK Fonnie Kuhu Analisis Peranan Manajerial Kepala Puskesmas dalam Pelaksanaan Sistem Pencatatan dan Pelaporan PWS-KIA oleh Bidan Desa di Kabupaten Minahasa Utara xiii + 122 halaman + 4 tabel + 4 gambar + 13 lampiran Sistem pencatatan pelaporan PWS-KIA, bertujuan memantau kesehatan ibu hamil dan Balita juga menilai keberhasilan program..Kepala Puskesmas mempunyai peranan manajerial harus dapat melaksanakan dengan baik. Namun dalam pelaksanaan monitoring, pemberian informasi dan pembinaan belum memperhatikan standar pemantauan yang benar. Keberhasilan ini tidak terlepas dari peranan manajerial Kepala Puskesmas yang juga bertanggung jawab dalam pencatatan pelaporan PWS-KIA. Tujuan penelitian menjelaskan peranan Kepala Puskesmas dalam hubungan antar pribadi, pemberi informasi, pembuat keputusan dalam pencatatan pelaporan PWS-KIA yang dilakukan bidan desa.Jenis penelitian kualitatif dengan pendekatan cross sectional. Data dikumpulkan melalui wawancara mendalam dengan 8 Kepala Puskesmas sebagai informan utama, informan triangulasi 8 Bikor, 8 Bidan desa,1Kabid Kesga. Analisis data menggunakan metode analisis isi. Hasil penelitian bahwa sebagian Kepala Puskesmas di pusat kota dan pinggiran kota dengan pencatatan pelaporan baik dan kurang baik melakukan monitoring belum secara tim, pembinaan dan pemberian informasi serta umpan balik apabila ada masalah, kekurangan formulir pelaporan.Sedangkan Kepala Puskesmas dipinggiran kota masih ada yang belum menyampaikan hasil kegiatannya kepada pihak terkait. Evaluasi dan menilai hasil kerja bidan langsung pada penilaian DP3. Disimpulkan bahwa ada kesamaan Kepala Puskesmas yang berada di pinggiran dan pusat kota pencatatan pelaporan baik dan kurang belum memberikan motivasi dan melakukan koordinasi dengan baik, belum mengendalikan masalah persediaan formulir. Sedangkan perbedaannya Kepala Puskesmas di pusat kota telah memberikan informasi mengenai pencatatan dan pelaporan dengan baik kepada pihak terkait sedangkan yang berada di pinggiran kota pencatatan pelaporan kurang belum melakukan evaluasi dan memberikan informasi dengan baik kepada pihak terkait. Kata Kunci : PWS-KIA,Pencatatan Pelaporan, Peranan manajerial Kepala Puskesmas Kepustakaan : 44, 1998 – 2011 Diponegoro University Postgraduate Program Master’s Program in Public Health Majoring in Health Policy Administration Sub Majoring in Maternal and Child Health Management 2013 ABSTRACT Fonnie Kuhu Analysis on Managerial Role of the Head of Primary Healthcare Centers in the Implementation of Recording and Reporting System of Maternal and Child Health Local Area Monitoring by Village Midwives in North Minahasa, 2011 xiii + 122 pages + 4 tables + 4 figures + 13 enclosures The purpose of PWS-KIA reporting and recording system was to monitor pregnant women and under-five children health and to assess program successfulness. Head of primary healthcare center (puskesmas) had a managerial role, and he/she had to do the role adequately. However, monitoring standard was not done properly in the implementation of information distribution and supervision monitoring. This was related to the managerial role of the head of puskesmas who was responsible for PWS-KIA reporting and recording. Objective of this study was to explain the role of the head of puskesmas in relation with personal, information givers, and decision makers in PWS-KIA reporting and recording done by village midwives. This was a qualitative study with cross sectional approach. Data were collected through in-depth interview to 8 heads of puskesmas as main informants. Triangulation informants were 8 Bikor, 8 village midwives, and a head of family health unit of local district health office. Content analysis was applied in the data analysis. Results of the study showed that a number of heads of puskesmas in city center and suburban with adequate and inadequate reporting and recording system had not conducted monitoring in team; had not done supervision and information distribution or feedback when there was a problems; reporting forms were insufficient. Some heads of puskesmas in suburban did not submit results of their activities to related institutions. Evaluation and assessment of midwives work performance were done directly through DP3 assessment. In conclusion, similarity was found between heads of puskesmas in suburban and in the city center with adequate and in adequate reporting and recording; they had not given motivation and coordination properly, had not controlled supply of forms problems. The differences were that heads of puskesmas in the city center had given information regarding to reporting and recording properly to the related institutions. On the other hand, heads of puskesmas in suburban had not given reporting and recording adequately, and they had not conducted evaluation and given proper information to related institutions.
