Abstract

Universitas Diponegoro Program Pascasarjana Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Administrasi dan Kebijakan Kesehatan Minat Manajemen Kesehatan Ibu dan Anak 2013 ABSTRAK Faizah Wardhina Evaluasi Pelaksanaan Program Jaminan Persalinan di Kabupaten Banjar Provinsi Kalimantan Selatan Tahun 2011 100 halaman + 4 tabel + 14 gambar + 9 lampiran Program Jampersal di Kabupaten Banjar telah dilaksanakan sejak Maret 2011. Penyerapan dana sebesar 38,98% dan hanya berhasil meningkatkan cakupan K4 dan KN lengkap. Tujuan penelitian adalah mengevaluasi pelaksanaan program Jampersal di Kabupaten Banjar Provinsi Kalimantan Selatan Tahun 2011. Jenis penelitian ini adalah deskriptif kualitatif. Pengumpulan data dilakukan dengan wawancara mendalam pada Kepala Puskesmas dan bendahara program dari Puskesmas dengan cakupan baik serapan tinggi, Puskesmas dengan cakupan baik serapan rendah, Puskesmas dengan cakupan kurang serapan tinggi, dan Puskesmas dengan cakupan kurang serapan rendah serta pengelola program di Dinkes Kabupaten. Analisis data menggunakan metode analisis isi. Hasil penelitian menunjukkan bahwa terjadi penurunan jumlah kematian ibu di Kabupaten Banjar dari 19 menjadi 14 dan kematian bayi dari 17 menjadi 12. Mayoritas Puskesmas termasuk pada cakupan kurang dan serapan rendah (34,8%). Sumber Daya Manusia kurang, jumlah bidan desa kurang, sebagian besar berpendidikan D-I. Dana kurang terserap, Puskesmas dengan serapan tinggi hanya 43,48%. Fasilitas kesehatan belum baik. Faskes di 2 Puskesmas kurang lengkap sarana prasarananya. Pengadaan alat, obat dan bahan medis oleh Dinkes Kabupaten tidak mencukupi kebutuhan. Pengadaan buku KIA oleh Dinkes tidak mencukupi kebutuhan di beberapa Puskesmas. Pengadaan partograf dilakukan oleh bidan. Form pelaporan dibuat oleh bendahara sesuai contoh di Juknis. Pembuatan POA program Jampersal belum baik. Dua Puskesmas membuat POA setelah kegiatan. Pengorganisasian mengikuti program Jamkesmas dan BOK. Alur pengklaiman dana sesuai dengan Juknis, tetapi lama pencairan dana klaim lebih dari 3 bulan. Pelaporan dari Puskesmas ke Dinkes Kabupaten tidak dilakukan setiap bulan. Kegiatan pemantauan dilakukan setiap bulan saat pertemuan di Puskesmas maupun di Dinkes. Evaluasi program dilakukan di akhir kegiatan dalam pertemuan di Dinkes Kabupaten. Disimpulkan bahwa pelaksanaan program Jampersal tahun 2011 di Kabupaten Banjar belum berhasil. Hal ini disebabkan sumber daya manusia, faskes, pengadaan alat, obat, bahan medis dan form administrasi serta perencanaan yang belum baik. Funds expended was 38.98%, and it was only increased K4 coverage and complete KN. Objective of the study was to evaluate the implementation of jampersal program in Banjar district South Kalimantan province in 2011. This was a descriptive-qualitative study. Data collection was done by conducting in-depth interview to heads of primary healthcare centers (puskesmas) and to program treasurers from puskesmas with good coverage and high funds spending., puskesmas with good coverage and low funds spending, puskesmas with low coverage and high funds spending, puskesmas with low coverage and low funds spending, and program managers in the district health office. Content analysis method was applied in the data analysis. Results of the study showed that the number of maternal death in Banjar district decreased from 19 to 14 deaths, and the number of infant deaths decreased from 17 to 12 deaths. Majority of primary healthcare centers had low coverage and low fund spending (34.8%). Human resource was insufficient, the number of village midwives was insufficient, and majority of village midwives level of education were D1. Funds were spent inadequately. Puskesmas with high fund spending was 43.48%. Health facilities were insufficient. Two puskesmas had incomplete facilities. Supply of medicine and medical materials by district health office was insufficient. Supply of KIA books by district health office was insufficient to fulfill puskesmas order. Partograph was supplied by midwives. Report forms were made by institution treasurer according to the example written in the technical guidance. Formulation of Jampersal POA program was inadequate. Two puskesmas formulated POA after conducting activities. Organization of jamkesmas activities was according to jamkesmas program and BOK. Procedure for claiming funds was according to the technical guideline; however the claimed funds were received in the next 3 months or more. Activity reports from puskesmas to the district health office were not done every month. Monitoring activities were conducted every month, and it was done together with puskesmas or district health office (Dinkes) meeting, Program evaluation was conducted at the end of meeting activities in Demak district health office. In conclusion, the implementation of jampersal program in 2011 in Banjar district was not success. It was caused by inadequate of human resource, health facilities, supply of instruments, medicine, medical substances, administration forms; and inadequate planning.
