Abstract

Target of mobile clinic coverage was not attained although high amount of cost was spent. Objective of this study was to evaluate the implementation of mobile clinic program in the maternal health service in Sorong city of West Papua province. This was a descriptive qualitative study. Main informants were all Sorong city mobile clinic teams. Triangulation informants were mobile clinic cadres and mobile clinic management program. Data collection was done through in-depth interview and focus group discussion. Content analysis was applied in the data analysis. Results of study showed that planning had been done by all mobile clinic teams. Two primary healthcare centers (puskesmas) experienced human resource limitation, and it required executing workers from other units. Organizing through cadre empowerment had been implemented properly. In term of actuating and implementing, two policies were found did not agree with technical guideline; those policies were workers addition policy and changing personnel of mobile clinic team (TMC) policy. Workers addition would increase coverage attainment and service type addition namely integrated antenatal care. Personnel changing of TMC among untrained workers would give impact on the coverage target attainment; this target could not be attained. Team collaboration, cross program and sector collaboration were good. Reporting was incomplete, and no input from the result of supervision activities. Difficult accessibility and expensive transportation cost did not hamper the service because it was supported by sufficient financial allocation. It was recommended to re-implement the program with revision on technical guideline (juknis) and budget that suit with local regulation (Perda).
