Abstract

Universitas Diponegoro Program Pascasarjana Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Sistem Informasi Manajemen Kesehatan 2012 ABSTRAK Joko Winarno Pengembangan Sistem Informasi Monitoring Pengelolaan Penderita Kusta Rawat Jalan Berbasis Web untuk Mendukung Peningkatan Mutu Manajemen di RS. Donorojo Jepara Provinsi Jawa Tengah xi + 159 halaman + 25 tabel + 32 gambar + 15 lampiran Penyakit kusta merupakan salah satu penyakit menular menahun disebabkan oleh Mycobacterium leprae yang menyerang syaraf tepi, kulit dan jaringan tubuh lainnya. Cacat kusta disebabkan karena kerusakan syaraf dan gangguan fungsi saraf baik pada mata, tangan maupun kaki. Agar jangan sampai ada cacat yang timbul/ bertambah berat, maka perlu pengelolaan yang serius dan monitoring fungsi syaraf secara koniteu dengan pendekatan model sistem informasi. Sistem informasi pengelolaan penderita kusta rawat jalan yang ada saat ini masih paperbase dan sekalipun menggunakan komputer tapi belum menggunakan basis data, sehingga informasi yang dihasilkan tidak akurat, sulit diakses, tidak sesuai dan tidak tepat waktu. Tujuan dari penelitian ini adalah menghasilkan sistem informasi monitoring pengelolaan penderita kusta rawat jalan berbasis web untuk mendukung peningkatan mutu manajemen di RS Donorojo Jepara Jawa Tengah. Pengembangan sistem dilakukan berdasarkan langkah-langkah FAST (Framework for the aplication of systems techniques) meliputi investigasi awal, analisis masalah, analisis kebutuhan, analisis keputusan, perancangan sistem, membangun sistem baru dan penerapan system. Penelitian ini dilakukan secara kualitatif untuk mengetahui permasalahan sistem informasi sebelum pengembangan dan secara kuantitatif untuk mengetahui penilaian pengguna akhir terhadap kemampuan sistem informasi ini melalui uji coba dengan pendekatan model HOT Fit ( Human, Organization, Technology). Hasil penelitian ini menghasilkan sebuah software berupa sistem informasi monitoring pengelolaan penderita kusta rawat jalan. Sistem informasi yang dikembangkan ini mampu menghasilkan informasi yang dibutuhkan manajemen terutama dari segi keakuratan, kesesuaian informasi dengan harapan, konsistensi dan ketepatan waktu. Hasil uji coba dan analisis HOT Fit : (1) Human; menunjukkan sebagian besar (80%) responden dapat menerima sistem informasi baru ini karena sistem informasi ini mudah dioperasikan, bermanfaat dan membantu meringankan pekerjaan, (2) Organization ; menunjukkan bahwa sebgaian besar responden (85%) responden menerima sistem informasi ini karena secara struktur organisasi, Direktur, skill petugas dan budaya kerja yang ada saat ini mendukung adanya aplikasi sistem informasi baru yang dikembangkan, (3) Technology ; menunjukkan sebagian besar (85%) responden dapat menerima sistem informasi ini karena mereka berkeyakinan bahwa informasi yang dihasilkan dapat dipercaya kebenarannya, kesesuaian dengan harapan, konsistensi dan ketepatan. Kesimpulan sistem informasi baru yang dikembangkan lebih baik dari sistem informasi lama. Saran untuk pengembangan sistem informasi Laboratorium, Protese dan Farmasi pada tahap selanjutnya disarankan menyesuaikan bahasa pemograman dan basis data sesuai dengan sistem informasi pengelolaan penderita kusta rawat jalan. Leprosy defects were caused by nerve damage and nerve function disorder on the eyes, upper and lower limb. To prevent the occurrence of severe defect, serious management and continuous nerve function monitoring using information system model approach were required. Current outpatient information system management was still in paper based form; computer was used, however data based was not used. Therefore, information resulted from it was not accurate, difficult to access, not valid and not on time. The study objective was to produce information system on web based outpatient leprosy patient management monitoring to support management quality improvement in Donorojo hospital Jepara, Central Java. Development of the system was conducted based on framework for the application of systems techniques (FAST). It included early investigation, problem analysis, need assessment, decision analysis, system designing, new system development, and application of the system. This was a qualitative study to identify information system problems before the development, and a quantitative study to know the assessment of the end users on this information system ability by performing pilot test using human, organization, technology (HOT fit) model approach. This study produced a software namely information system on monitoring of leprosy outpatient management. This information system was able to produce information required by management especially on the accurateness, appropriateness of the information with expectation, consistency and time punctuality sides. Results of the pilot test and HOT fit analysis showed: 1) Human; most of respondents (80%) could accept this new information system due to its operational easiness, its usefulness and lighten workloads, 2) Organization: most of respondents (85%) accepted this information system because current organization structure, director, worker’s skill and work culture supported the application of the new developed information system, 3) Technology; most of respondents (85%) accepted this information system because they believed that information produced by this system was reliable, according to the expectation, consistence and on time. In conclusion, the new information system is better compared to the old information system. Suggestions for development of laboratory, prosthesis and pharmacy information systems are to adjust the language programming and data basis according to the leprosy outpatient management information system.
