Abstract

Universitas Diponegoro Program Pascasarjana Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Administrasi dan Kebijakan Kesehatan Minat Manejemen Kesehatan Ibu dan Anak 2012 ABSTRAK Herlidian Putri Analisis Faktor yang Mempengaruhi Motivasi Bidan dalam Pelayanan KB Pasca Persalinan pada Program Jaminan Persalinan di Puskesmas Kabupaten Lumajang Tahun 2012 KB pasca persalinan merupakan salah satu layanan atau syarat kepesertaan jampersal. Di Kabupaten Lumajang hanya 57,8% peserta jampersal yang mengikuti KB pasca persalinan. Selama ini Bidan cenderung tidak melakukan konseling KB secara mendalam, sehingga diasumsikan bahwa motivasi Bidan dalam pelayanan KB pasca persalinan rendah. Tujuan penelitian ini adalah mengetahui faktor- faktor yang mempengaruhi motivasi bidan dalam pelayanan KB pasca persalinan pada program jampersal. Penelitian ini adalah penelitian observasional dengan desain crossectional. Pengambilan data dilakukan secara angket dengan menggunakan kuesioner terstruktur. Populasi adalah semua Bidan yang wajib melaksanakan jampersal di Kabupaten Lumajang. Jumlah responden 164 Bidan yang dipilih secara clustered random sampling. Analisis bivariat dilakukan dengan uji Chi square dan multivariat dengan regresi logistik. Hasil penelitian menunjukkan bahwa sebagian besar (78,7%) responden berpendidikan Diploma III, mempunyai masa kerja >10 tahun (57,9%) dan (54,9%) berusia >35 tahun. Sebagian besar responden (56,1%) mempunyai motivasi rendah. Persepsi responden terhadap pekerjaan, insentif, teknik supervisi, kebijakan administratif sebagian besar tergolong baik. Tanggung jawab dan kompetensi bidan sebagian besar baik. Ada hubungan positif antara tanggung jawab, persepsi tehnik supervisi, persepsi kebijakan administratif dan motivasi Bidan dalam pelayanan KB pasca persalinan. Tidak ada hubungan antara persepsi terhadap pekerjaan, persepsi insentif, kompetensi dan motivasi dalam pelayanan KB pasca persalinan. Variabel yang paling dominan mempengaruhi motivasi bidan dalam pelayanan KB pasca persalinan pada jampersal adalah tanggung jawab. Disarankan agar Dinas Kesehatan menyediakan format pelaporan KB pasca persalinan, adanya supervisi program jampersal dan mempermudah proses pengklaiman. In Lumajang district, only 57.8% of jampersal program participants who were post partum family planning members. Currently, midwives tended to do KB counseling superficially; it was assumed that midwives motivation in post partum KB counseling was low. The objective of this study was to identify factors affecting midwives motivation in post partum family planning services in the delivery assurance program This was an observational study using cross sectional design. Data were collected using structured questionnaires. Study population was jampersal mandatory midwives in Lumajang district. Respondents were 164 midwives who were selected using clustered random sampling method. Chi square test was applied in the bivariate analysis, and logistic regression was applied for multivariate analysis. Results of the study showed that majority of respondent’s educational level was Diploma III (78.7%); working period was 10 years or more (57.9%), and age 35 years old or more (54.9%). Most of respondents had low motivation (56.1%). Majority of respondent’s perception on the work, incentive, supervision technique, administrative policy was good. A positive association was found between responsibilities, perception on supervision technique, perception on administrative policy and midwives motivation in post partum KB services. No association was found between respondent’s perceptions on the work, incentive, competency and midwives motivation in post partum KB services. The most dominant variable affecting midwives motivation in post partum KB services was responsibility. Suggestions for the district health office are to provide post partum KB report forms, to do supervision on jampersal program, and to make easier a claim process.
