Abstract
ABSTRACT Construction failures occur due to several causes, e.q. : the number of parties involved, a unique implementation process, as well as natural conditions,which can lead to technical and non-technical issues. This study aims to: (a). Identify causes of failure and failure of building construction in Central Java. (b). Analyze the non conformance work of structural building elements, and (c). Model the factors that cause failure of the construction. The research was carried out by listing and looking at three factors that my cause the construction failure;recosts are allocated, the quality of work, and time. The cost factors include contract value variable conditions, namely: the contract value above 90% budget cap, the value of the contract between (70-90) % budget ceiling, and the contract value of less than 70% budget ceiling. The quality of work factors include: personnel, equipment, materials, costs, and construction methods of implementation. While the time variable in terms of implementation: the implementation schedule, weather effects, and social condition in which the project is built. Furthermore, to model and describe how strong the relationship between the factors causing the failure of construction as a system used Partial Least Square method. The results show: (a). Most troubled projects, does not prepare the project document control such as: daily-weekly-monthly reports, minutes of meetings and project diarys. (b). The contract valuesare too compare tothe budget ceiling. The excessive gaps between the contract values and the budget ceilling may result in potential disruptions of the contructions processes and the non-fulfillment of the project's technical specifications. (c). Failure of construction in buildings occur in failure: the element structure with an average deviation of 4.36% of contract value, 2.53% roof elements, foundation 0.15%, 0.12% utilities,and finishing 0.07%.(d) success ofconstructionprojectsdepends on therole of thesupervisor. In this modelthe internalSupervisor(Contractor) andthe externalsupervisor(Supervisory Consultant) significantly influence thequality of the project, tostrengthenthe regulationfunction is necessary totheprofessional code of ethics withCertificate. (e) OnQuantitativemodel: obtaineda strong relationshipbetweenfactorFailuretofactorTime,CostandBuildingElements, while for thetype ofcontractis lesssignificantfactor. ForQualitativeModelInternalSupervisionderivedfactor(Contractor) influence and ExternalQualitySupervision(Supervision Consultant), while thequalityfactordepends onthe ExternalSupervision
