Abstract

GAYA KOMUNIKASI POLITIK PIMPINAN DPRD PROVINSI JAWA TENGAH PADA SAAT RESES TAHUN 2010 Abstrak Ketiadaan dana transportasi bagi konstituen yang diatur dalam UUU 27 tahun 2009 membuat anggota DPRD melakukan berbagai upaya untuk memaksimalkan kegiatan reses. Di sisi lain, buruknya gaya komunikasi yang dilakukan oleh anggota DPR maupun DPRD yang terkesan multitafsir ditambah banyaknya mereka yang terjerat kasus-kasus hukum semakin menyudutkan mereka. Permasalahan dalam penelitian ini adalah bagaimana gaya komunikasi politik Pimpinan Dewan Perwakilan Rakyat Daerah Provinsi Jawa Tengah dalam kegiatan reses dan apa faktor penghambat gaya komunikasi politik tersebut ? Melalui konsep narasi dalam Teori paradigma naratif, peneliti mencoba memberikan gambaran komprehensif tentang gaya komunikasi politik yang dilakukan pimpinan dewan pada saat reses. Paradigma naratif membungkus informasi dalam berkomunikasi melalui penyampaian cerita, sedangkan gaya komunikasi adalah cara yang dilakukan untuk menyampaikan cerita tersebut. Dimana dalam pandangan Paradigma Naratif, konstituen yang mengikuti kegiatan reses adalah sebagai partisipan dalam suatu pengalaman penceritaan kisah atau informasi yang dikemukakan oleh anggota DPRD dalam kegiatan reses. Paradigma Naratif melihat bahwa informasi yang disampaikan oleh anggota DPRD itu efektif karena berkaitan langsung dengan konstituen. Dalam penjabarannya, peneliti menggunakan teori tentang Gaya Komunikasi konteks tinggi dan konteks rendah serta Gaya Komunikasi Mengendalikan, Dua Arah, Berstruktur, Dinamis, Melepaskan, dan Penarikan Diri. Apabila digabungkan, gaya komunikasi Dua Arah, Berstruktur, dan Melepaskan masuk dalam kategori komunikasi konteks tinggi dimana aspek komunikasi non verbal lebih dominan daripada aspek verbal. Sedangkan gaya komunikasi Mengendalikan, Dinamis, dan Melepaskan masuk dalam kategori konteks rendah dimana aspek komunikasi verbal lebih dominan daripada aspek non verbal. Hasil penelitian ini terungkap gaya komunikasi politik Pimpinan Dewan memiliki kecenderungan bergaya konteks rendah. Hanya satu yang memiliki kecenderungan tingkat tinggi, yaitu Riza Kurniawan. Dimana gaya tersebut terbentuk dari latar belakang dan lingkungan yang disesuaikan dengan tipologi konstituennya. On the other hand, poor communication style made by members of the DPR or DPRD plus the multiple interpretations that seem trapped in their many legal cases increasingly cornered them. Problems in this study is how the style of political communication Leadership Council of Regional Representatives of Central Java province in recess activities and what factors are inhibiting the style of political communication? Through the concept of narrative within a narrative paradigm theory, researchers tried to provide a comprehensive picture of political communication style that made chairman of the board at the time of recess. Paradigm narrati¥e wrapped in communicating information through submission of the story, while the style of communication is the way in which to convey the story. Where in the view of Narrative Paradigm, constituents who follow the activities of the recess is a participant in a storytelling experience or information put forward by members of parliament in recess activities. Narrative Paradigm to see that information submitted by the members of Parliament was effective because it relates directly to constituents. In fact, researchers used the theory of high-context communication style and low context and Controlling Communication Style, equal, structured, dynamic, Releasing, and Withdrawal. When its combined, equal communication style, structure, and Releasing into the category of high-context communication in which aspects of nonverbal communication is more dominant than the verbal aspects. While controlling communication style, Dynamic, a11d Withdrawal into the category of low context in which aspects of verbal communication is more dominant than the non-verbal aspects. The results of this study revealed the political head of the Council's communication style has the tendency of low context style. Only one who has a tendency of high-level, is Riza Kurniawan.
