Abstract

ABSTRAKSI Judul “ Konstruksi Pemberitaan LPP TVRI Jateng Tentang pemilihan Walikota Semarang Tahun 2010” (Analisis framing dengan model Gamson dan Modigliani) Nama : Haposan Simamora NIM : D4C008007 Setelah TVRI berubah statusnya menjadi lembaga penyiaran publik, seyogianya media tersebut dalam menyiarkan berita, tampil secara netral dan tidak memihak terhadap orang, kelompok atau pemerintah yang berkuasa. Namun permasalahannya, ternyata setelah 4 tahun secara resmi TVRI operasional sebagai LPP, dalam memproduksi berita masih belum jauh berubah dari keberadaan TVRI pada era sebelumnya (orde baru). Hal ini diantaranya dapat diketahui dengan melihat siaran berita yang masih merepresentasikan institusi dan pejabat. Penelitian ini bertujuan untuk mengetahui konstruksi dan penyajian berita di LPP TVRI Jawa tengah. Sedangkan teori yang digunakan antara lain teori konstruksi realitas sosial sebagaimana pandangan Berger dan Luckman. Realitas sosial ini dikonstruksi melalui proses eksternalisasi, objektivasi dan internalisasi. Menurut Shoemaker dan Reese, kebijakan redaksi dipengaruhi oleh beberapa faktor, seperti individual, rutinitas media, organisasi media, ekstra media dan idelologi media. Begitu juga tayangan berita yang disiarkan TVRI merupakan hasil konstruksi realitas oleh para jurnalisnya. Penelitian ini merupakan penelitian kualitatif deskriptif dengan menggunakan paradigma konstruktivis dengan menganalisis teks berita (Jawa Tengah Dalam Berita) menggunakan analisis framing model Gamson dan Modigliani. Hasil penelitian menunjukkan bahwa LPP TVRI Jateng dalam menampilkan berita menjelang pemilihan walikota Semarang tahun 2010, masih cenderung merepresentasikan institusi, seperti KPU dan Panwas sehingga terkesan berfungsi sebagai media promosi instansi bersangkutan. Disisi lain LPP TVRI kurang tertarik dengan berita-berita yang terkait dengan “rekam jejak” para calon walikota dan wakilnya. Agar tampil lebih baik, pada masa mendatang LPP TVRI harus merubah diri secara total diantaranya membenahi sistem pelaksanaan peliputan dan menyeleksi secara ketat setiap materi yang diliput, artinya hanya berita yang berkualitas (sesuai prinsip LPP) yang akan ditayangkan. However. The problem is that, after four years of TVRI’s operation officially as a PBI, in producing the news, it has not transformed greatly from its extence in the previous era (the New Order). This can be seen by observing the news broadcasting that still represents the institution and high functionaries. This research has the objective of finding out the construction and presentation of news at the TVRI of Central Java as a PBI. Meanwhile, the used theory, one of them, is the theory of social reality construction according to the view of Berger and Luckman. This social reality is constructed through the externalization, objectivity, and internalization processes. According to Shoemaker and Reese, redaction policy is influenced by several factors, such as, individual, media routines, media organization, media extra, and media ideology factors. Likewise. The news program broadcasted by TVRI is a result of reality construction by its jaournalists. This research is a qualitative-description research, using the constructive paradigm, analyzing the news text (Jawa Tengah Dalam Berita), utilizing the framing analysis of Gamson and Modigliani model. The research results show that TVRI of Central Java as a PBI, in presenting the news approaching the election of the Mayor of Semarang in 2010, it stil tends to represent institutions, such as the General Election Comission (GEC) and Supervising Committee, thus, it has an image of having the function of the medium of promotion of the above-mentioned institutions. On the other side, TVRI as a PBI is less interested in the news related to the “track record” of the mayor candidates and their deputies. In order to perform better, TVRI as a PBI should reform itself totally in the future, among them are, restructuring the coverage execution system and selecting every covered material strictly, meaning that only the news having good qualities (according the PBI principles) that will be broadcasted.
